About The Role

A. ACCOUNTABILITIES

  • Responsible to the Director of Flight Operations (DFO) to ensure AirBorneo crew members conduct safe, legal, and efficient operations across all fleet through optimized flight crew and cabin crew training.
  • Accountable for defining flying training and maintaining high quality, efficiency, and operational standards for all flight crew operating turboprop and jet fleet.
  • Responsible for organizing and completing necessary training for crew members to acquire and maintain their legal licenses, qualifications, and perform assigned duties effectively.
  • Monitors operations in cooperation with CPO to identify problems or training gaps requiring additional training or operational procedure updates.
  • Accountable for overall safety and security of flight operations.
  • Responsible for the training and standardization of all instructional personnel (DFE, FI & GTI).
  • Defines training requirements ensuring facilities and equipment fulfill regulatory and company specifications.
  • Accountable for planning all ongoing, long-term training, and recurrent activities.

B. RESPONSIBILITIES

  • Regulatory Compliance & Policy Management: Develop, maintain, and update flight operations training policies, standard operating procedures (SOP), Pilot Operating Handbooks, and safety-related procedures in the OM-D to ensure full compliance with MCAR 2016, CAAM regulations, and OEM specifications across both Rural Air Services (RAS) short takeoff and landing (STOL) environments and commercial jet/turboprop operational scopes.
  • Training Program Execution & Quality Assurance: Oversee ground and flight training programs, syllabi, type ratings, initial/recurrent courses, and testing for flight and cabin crew across turboprop and jet operations. Ensure training programs are executed and recorded as prescribed, while monitoring training rosters for efficiency and compliance.
  • Regulatory Liaison & Authority Submissions: Serve as the primary focal point for CAAM on all training and licensing matters. Ensure timely submission of Designated Flight Examiner (DFE) reports for regulatory approval.
  • Personnel Selection, Standards & Discipline: Select and train all instructional personnel including GTIs, FIs, DFEs, subject to DFO approval. Direct and control department staff on all professional and disciplinary matters while ensuring sufficient instructor, examiner, and support capacity.
  • Facilities, Devices & Engineering Oversight: Verify that only approved, suitable training organizations and devices (simulators/CBT) are utilized and maintained. Liaise with Engineering regarding fleet modifications, Airworthiness Directives (AD), and Service Bulletins (SB) affecting flight training operations.
  • Safety Management, Quality Audits & Trend Analysis: Record, analyze, and mitigate operational deviations from standard operating practices to prevent negative performance trends. Integrate Safety Management System (SMS) hazard identification, execute corrective action plans resulting from quality audits, and evaluate safety metrics across all fleet.
  • Records, Licensing & Project Governance: Maintain secure storage, proper updating, and safekeeping of crew training check records and license validity tracking. Serve as Project Owner for assigned training development programs, fleet integration projects, and standards modernizations.
  • Budgeting & Operational Leadership: Plan, deliver, and monitor departmental budget commitments, control costs, review cost-effective training methods, chair regular training meetings, and perform additional duties as assigned by the Director of Flight Operations (DFO).
  • Conduct ground and flight training for Flight Crew requiring any regulatory or company-mandated training.
  • Schedule and chair periodic training meetings.
  • Review, develop, and recommend cost-effective improvements to training methods and equipment.
  • Monitor crew member license validities and training roster compliance.
  • Correspond directly with CAAM regarding training-related matters and report submissions.
  • Continuously familiarize and update department practices with the latest industry developments in crew training, safety, and security.

C. AUTHORITY

  • Authorized to decide on the scope, organizational structure, and responsibilities of the Training Department unit, including budget proposals and utilization.
  • Authorized to approve leave applications and monetary claims for direct reports (primarily) and other staff in Flight Operations (if their direct superior is unavailable).
  • Authorized to amend AirBorneo Flight Operations Training requirements and regulations.

D. DELEGATION OF DUTIES

  • Administrative & Operational Alternates: Designated Manager, Training Standard act as administrative and operational alternates for the CPTS within their respective areas.
  • NPH Duties Delegation: Nominated Post Holder (NPH) responsibilities are delegated to the Director Flight Operations (DFO) during periods of absence.

E. MINIMUM QUALIFICATIONS

  • Hold an Airline Transport Pilot Licence (ATPL) with appropriate ratings on one of the aircraft types used in the Company’s operations.
  • Active Pilot in Command (PIC) experience within the last six (6) months.
  • Approved Designated Flight Examiner (DFE).
  • Approved by CAAM for Nominated Post Holder (NPH).
