About The Role

This classification is safety sensitive, subject to random drug testing in accordance with the County’s Drug & Alcohol Policy.

Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises and evaluates assigned staff; develops work schedules to ensure coverage; reviews and approves timesheets; addresses employee concerns and administers discipline when necessary; completes performance appraisals; directs work; serves as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Plans, prioritizes, and communicates crew activities; assigns personnel to service requests; coordinates schedules with other crews, contractors, and government agencies; estimates material costs and time requirements; and plans material needs for project installations. Provides coverage for Assistant Superintendents/Supervisors during absences. Plans and conducts safety, operational, equipment, and regulatory training.

Manages landfill-related capital improvement projects; reviews plans and drawings; oversees construction scheduling; evaluates contractor performance; and develops specifications for contractor and procurement opportunities as needed.

Participates in long- and short-term planning to meet future disposal needs; develops and manages annual operating and CIP budgets; and monitors key operational metrics such as tonnage, gas flow, and leachate production to assess landfill performance and adjust operations accordingly. Determines where emphasis should be placed for hauling MSW, yard debris, and recyclable materials to ensure that the transfer station functioning adequately.

Develops and implements departmental policies, practices, and safety standards; prepares for and attends operational and safety meetings, trainings, and conferences.

Interprets and implements federal and state environmental directives and conducts field inspections with regulatory officials.

Ensures adequate equipment availability; oversees equipment maintenance and preventive maintenance programs to keep equipment safe and operational.

Oversees procurement of equipment, supplies, and materials; prepares operating reports and purchase requisitions; makes equipment recommendations; writes and reviews project and equipment specifications; and provides project management oversight.

Collaborates with Fleet Maintenance to ensure equipment readiness; investigates equipment failures to prevent recurrence; and researches industry developments to improve efficiency and operations.

Manages general maintenance of P&D facilities and administration building (lighting, telecommunication, and plumbing issues).

Manages all operations, employees, equipment related to crematory.

Responds to emergency situations after hours and on weekends.

Minimum Qualifications

Associate degree in Construction Management or Civil Engineering, or a related field, required; eight years of experience in the operation of a solid waste landfill facility with four years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license; and must possess and maintain SWANA Landfill Operator certification, SWANA C&D Manager, SWANA Compost Manager, SWANA Transfer Station Manager.
