About The Role
REPORTS TO: HEAD OF OPERATIONS
KEY RESPONSIBILITIES
- Tricycle Operator Management and Supervision
- Provide overall supervision and coordination of all tricycle operators assigned to the Transfer Station.
- Ensure tricycle operators understand and perform their assigned duties in accordance with approved operational procedures.
- Monitor attendance, punctuality, discipline and daily work performance of operators.
- Maintain an up-to-date register of tricycle operators and their assigned operational areas.
- Address routine operator issues and escalate significant concerns to the Head of Operations where necessary.
- Workforce Deployment and Coordination
- Coordinate the daily deployment of tricycle operators across designated collection zones and operational areas.
- Ensure operators are adequately allocated based on waste collection requirements and operational priorities.
- Monitor the availability of operators and support appropriate replacement or redeployment where necessary.
- Coordinate with relevant operational teams to ensure collected waste is delivered efficiently to the Transfer Station.
- Support adjustments to deployment plans in response to changing waste volumes, service demands or operational challenges.
- Tricycle Operations Monitoring
- Monitor the day-to-day activities of tricycle operators to ensure efficient waste collection and transportation.
- Track the movement and operational utilisation of tricycles assigned to operators.
- Monitor turnaround times and identify factors contributing to delays or reduced productivity.
- Report tricycle breakdowns, defects, accidents or other operational issues to the appropriate departments.
- Support efforts to minimise idle time and improve the productivity of tricycle operations.
- Welfare and Employee Relations
- Serve as the primary point of contact for welfare-related concerns and issues affecting tricycle operators.
- Identify and address issues affecting operator morale, motivation and overall wellbeing within the scope of the role.
- Communicate relevant welfare policies, management decisions and operational changes to operators.
- Support the resolution of grievances and workplace concerns in collaboration with Human Capital and management.
- Promote positive employee relations, teamwork and mutual respect among tricycle operators.
- Discipline and Performance Management
- Monitor compliance with company rules, operational procedures and expected standards of conduct.
- Identify cases of absenteeism, misconduct, poor performance and other disciplinary concerns.
- Maintain accurate records of attendance, performance and disciplinary issues.
- Provide initial counselling and guidance to operators where appropriate.
- Refer serious or recurring disciplinary matters to the Head of Operations and Human Capital for appropriate action.
- Safety and Compliance
- Ensure tricycle operators comply with approved safety procedures and operational requirements.
- Promote the use of appropriate PPE and safe waste-handling practices.
- Monitor unsafe behaviours and conditions associated with tricycle operations and report them promptly.
- Ensure operators receive relevant safety briefings and operational instructions.
- Work closely with the Head of Safety and Operations teams to address safety concerns involving tricycle operations.
- Training, Communication and Engagement
- Identify operational, behavioural and welfare-related training needs among tricycle operators.
- Coordinate and support inductions, briefings and refresher training programmes.
- Conduct regular meetings with operators to communicate operational expectations and address concerns.
- Support initiatives aimed at improving operator engagement, morale and retention.
- Ensure clear communication between management and tricycle operators.
- Operational Records and Reporting
- Maintain accurate records of operator attendance, deployment, performance and welfare concerns.
- Prepare daily, weekly and monthly reports on tricycle operations and workforce performance.
- Monitor key performance indicators relating to operator availability, attendance, productivity and service delivery.
- Report recurring challenges, operational gaps and workforce concerns to the Head of Operations.
- Provide relevant data and information to support operational planning and management decision-making.
- Stakeholder and Community Coordination
- Support effective working relationships between tricycle operators, supervisors, community stakeholders and other relevant parties.
- Assist in addressing community or service-related concerns involving tricycle waste collection activities.
- Communicate relevant feedback from operators and communities to management.
- Support initiatives aimed at improving service delivery and the public perception of tricycle waste collection operations.
- Continuous Improvement
- Identify challenges affecting the efficiency, productivity and welfare of tricycle operators.
- Recommend practical improvements to operator deployment, supervision and welfare management.
- Support the implementation of approved initiatives to improve waste collection efficiency.
- Monitor the effectiveness of welfare and engagement interventions.
- Promote accountability, discipline, teamwork and continuous improvement among tricycle operators.
ADDITIONAL KNOWLEDGE, EXPERIENCE AND SKILLS REQUIRED
Ideal Profile
The Welfare Manager should ensure that all tricycle operators are effectively managed, properly deployed, adequately supported and held accountable for their performance. The role should maintain a motivated and disciplined tricycle workforce that supports efficient waste collection and the timely movement of waste to the Transfer Station, while serving as an effective link between operators, management and other relevant stakeholders.
Education and Experience
- Bachelor's degree in Human Resource Management, Business Administration, Operations Management, Social Sciences, Logistics or a related discipline.
- 4–6 years of relevant experience in workforce supervision, employee relations, welfare management or operations coordination, including at least 2 years in a supervisory role.
Industry Experience
Waste management, sanitation, logistics, transport, field operations, community-based services or similar labour-intensive operational environments.
Technical Knowledge
Workforce supervision, employee welfare and relations, field workforce deployment, attendance and performance monitoring, basic operational planning, grievance handling, conflict resolution, reporting, safety awareness and KPI monitoring.
SOFT SKILLS REQUIRED
- Strong leadership and people management: Ability to effectively supervise, engage and manage a large and diverse workforce.
- Employee relations and conflict resolution: Ability to handle welfare concerns, grievances and interpersonal conflicts fairly and professionally.
- Planning and organisational skills: Ability to coordinate the deployment and activities of multiple tricycle operators across different operational areas.
- Excellent communication and interpersonal skills: Ability to communicate clearly and build effective relationships with operators, management and other stakeholders.
- Decision-making and problem-solving: Ability to respond practically and promptly to workforce and operational challenges.
