Service New Brunswick (SNB) is seeking an individual with Product Owner expertise to join the Technology Services Division in the Digital Solution Services (DSS) unit. The Product Owner will lead a new Agile team being established to support a strategic approach based on a common framework for portable, verifiable, and user-controlled credentials.

Reporting to the Director of DSS, the Product Owner serves as the lead for defining user stories and prioritizing the Agile team’s backlog to streamline the execution of priorities. They act as a proxy for the business and customers within the Agile team and work closely with Product Management to extend business intent down to the execution level within the Agile Release Train (ART).

Your responsibilities will include, but are not limited to

  • Lead Agile Delivery : Drive iteration and quarterly Planning Interval (PI) planning, maintain and prioritize the product backlog, and ensure timely delivery of high-quality, tested solutions.
  • Define and Communicate Product Vision : Translate business needs into actionable features and/or capabilities aligned with organizational goals and communicate the product roadmap to stakeholders.
  • Backlog Management : Create and maintain the Agile team’s backlog, ensuring items are well-formed and prioritized based on user value, risk, and dependencies.
  • User Story Creation : Define user stories with clear acceptance criteria in concert with the Senior Business Analyst. Serve as a point of contact for clarification on requirements to the development team.
  • Stakeholder Engagemen t: Act as the primary point of contact for clients and the development team; foster strong relationships to understand needs and manage expectations.
  • Resource & Financial Management : Oversee budgets, contracts, and resource planning to ensure efficient and cost-effective service delivery.
  • Risk & Portfolio Management : Monitor product performance, manage risks using the ROAM approach, and ensure lifecycle sustainability.
  • Incident Response & Continuity : Provide leadership during critical incidents, coordinate resolution teams, and ensure continuity of services for public-facing platforms.
  • Quality Assurance : Validate that user stories meet acceptance criteria and ensure technical stability and compliance with standards.
  • Cross-Functional Collaboration : Work closely with Scrum Masters, Platform Strategists, and Shared Services teams to align development objectives with business goals.
  • Continuous Improvement : Promote adoption of enterprise-standard tools and practices, and lead efforts to regularly improve approaches, behaviours, and processes to increase delivery efficiency and effectiveness.
  • Strategic Leadership : Contribute to ART-level planning, performance monitoring, and emergency response coordination as part of the senior management team.
  • Team Management: Manage a team of senior information technology professionals utilizing the Scaled Agile Framework (SAFe) operating model to deliver products and services to a diverse customer base. Management also includes supporting the team’s collective performance and maturation along with the performance and maturation of individuals within the team.
  • Experience within the public sector
  • Experience applying risk management and compliance in a public sector or large organizational context
  • Experience with Enterprise Agile frameworks, including the Scaled Agile Framework (SAFe)
  • Experience with Continuous Integration and Continuous Delivery (CI/CD) practices
  • Possession of a Scaled Agile Framework Product Owner/Product Manager (SAFe POPM) certification. Note that incumbents without this certification must secure and maintain it as a condition of continued employment.
  • Possession of active Business Analyst certifications, such as IIBA-CBAP, PMI-PBA, and IQBBA
  • Experience with Azure DevOps Services
  • Experience with the BrowserStack platform
  • Experience with Identity and Access Management (IAM) and Identity-as-a-Service (IDaaS) platforms, such as PingOne
  • Experience with decentralized identity solutions and approaches utilizing Verifiable Credentials (VCs)
  • Experience with SaaS applications
  • Experience with Cloud applications
  • Experience with UI/UX design systems

ESSENTIAL QUALIFICATIONS: A bachelor’s degree in Computer Science, Computer Engineering, or related discipline, along with seven (7) years of related experience as a Product Owner or Business Analyst in an Agile delivery environment. Subject to the response to this competition, an equivalent combination of education, training and experience may be considered.

Written and spoken competence in English is required.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate they have training or experience in one or more of the following areas:

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

OPERATIONAL REQUIREMENTS: This position may require some travelling within the province therefore candidates must possess a valid New Brunswick driver’s license.

This position may require limited flexibility in working hours, with occasional weekday evening or weekend work.

Candidates will be required to undergo Criminal History Clearance prior to appointment.

Salary: $94, 146 - $113, 906 annually – Pay Band 7 - Management and Non-Union Pay Plan
