About The Role

As a Turnaround Controls and Estimating Engineer, your role is to support the full-scale delivery of Cost Engineering and Estimating services for the Turnarounds and Projects executed by the MTAC Turnaround Team. The Turnaround Team is responsible for executing all Turnaround activities related to Mechanical, E&I, Scaffolding, Painting, Insulation, Civil, Refractory, and HVAC disciplines. Turnarounds in Qatar Shell are mega events. The extent of the scope and budget provides you with a unique opportunity to influence spend within the team and support Qatar Shell's continuous focus on its journey to reduce overall external spend. Through this role, you contribute to the effective management of costs and the successful delivery of Turnaround activities and projects.

What you’ll be doing

You will assist the Turnaround Team to manage the Turnaround(s) cost including the following responsibilities

  • Prepare and maintain detailed Turnaround estimates at different stages aligned with RP, receive and maintain quotations, staffing plans, turnaround cost data, service entry registers, organizational charts, the Turnaround Cost mailbox, and actual cost databases. Establish processes to collect, normalize, benchmark, secure, and store actual cost information for future use and support commitment close-out activities.
  • Control turnaround expenditure across all phases by compiling budgets and cost estimates (T+6 Budget Phase through T-4 FID IP), monitoring budget and contingency utilization, verifying invoices and vendor claims, validating pro-forma invoices, and ensuring all expenditures are accurately captured, recorded, and aligned with approved contract rates and supporting documentation.
  • Forecast, reconcile, and report turnaround costs through the cost forecasting tool (PCF) and SAP, producing monthly and weekly cost reports, Forecast at Completion (FAC), Estimate to Complete (ETC), accruals, VOWD, invoice payments, purchase orders, material deliveries, and other financial reports while highlighting cost overruns, risks, areas of concern, and opportunities for improvement.
  • Coordinate the development and implementation of the Work Breakdown Structure (WBS), Cost Breakdown Structure (CBS), and Work Orders (WO), ensuring alignment with the RP and TA Estimate and Activity Plan. Establish and maintain WBS structures in SAP, Primavera, and forecasting tools, and ensure proper tracking and closure of WBSs, Work Orders, and Purchase Orders in accordance with Financial Standards.
  • Create and manage Purchase Requisitions (PRs), Service Entries (SEs), and related SAP transactions, including the release and approval of service entries within the applicable MoA. Liaise with vendors to complete Statements of Final Account (SOFA) and facilitate the timely closure of Purchase Orders.
  • Analyze and review cost performance by conducting cost variance and cost risk analyses, auditing contractor cost control procedures and practices, communicating budget exceptions to budget holders, and continuously identifying opportunities to reduce and control turnaround scope and costs.
  • Support turnaround execution by utilizing and validating force reports, Gate Log IT system data, and TRACK application information. Participate in Lessons Learned and Lookback processes while maintaining strong relationships across teams and delivering results in a highly demanding, fast-paced environment with the goal of achieving “no surprises.”
  • Collaborate and contribute as a functional member of the Pearl GTL Site Turnaround Planning Department and assigned turnaround planning and execution teams. Work closely with Turnaround, Contractor, Finance, Supply Chain, and vendor personnel to support work evaluation, invoice (for group) preparation and verification, cost reporting, and compliance with all HSE accountabilities and competencies required for the role.

What you bring

  • Minimum 8 years experience in Oil and Gas Industry in Maintenance, Construction, Turnaround or Project Services roles; Minimum 5 years experience in Cost Control roles; Minimum 2 years experience in Cost Estimating roles.
  • 1-2 years’ experience in Turnarounds and Brown Field Oil and Gas related construction project delivery related projects is essential.
  • Exposure in Turnaround planning will be an added advantage.
  • Knowledge and experience of Cost Control tools and practices is essential.
  • Skill working knowledge in SAP; Skill level in MS Excel, Word and PowerPoint; Basic level in Power BI is preferred.
  • Knowledge of Cost Forecasting tool is an advantage.
  • Ability to work and manage in a multi-cultural environment with good understanding of cost engineering practices, in Middle East; Skill to actively engage with different project, finance & construction disciplines.
  • Exposure to benchmarking process and competitiveness of projects with continuous improvement mindset; Exposure to risk management process and tools for industrial projects including contingency management.

Education, Skills & Experience

  • Education : BSc., University in preferably Engineering / Finance / Accounting
  • Preferred Degree / Diploma in Project Management
  • Experience and Skill set
