North Carolina Secretary of State is seeking an experienced Application Systems Specialist to perform advanced-level application systems analysis, design, development, implementation, maintenance, and technical support for enterprise applications and related systems. This position serves as a developer lead for the development and support of client/server and web-based applications using C#, ASP.NET Core MVC, Microsoft SQL Server, HTML5, JavaScript, and jQuery.

The Application Systems Specialist will lead or coordinate application implementations, upgrades, testing, migrations, integrations, and system enhancements. Analyzes complex application issues, identifies root causes and system dependencies, and develops or recommends effective technical solutions. Works with APIs, interfaces, data flows, databases, operating systems, and integrated enterprise applications to ensure reliable communication and functionality across systems.

Provides technical leadership, guidance, and mentoring to application development and support staff. Reviews technical solutions and development work, establishes and promotes development and support standards, and assists with prioritizing application-related work and resolving complex issues. Collaborate with business users, IT staff, vendors, and other stakeholders to gather requirements, evaluate solutions, troubleshoot issues, and implement system improvements.

Key responsibilities include developing and maintaining applications using C#, ASP.NET Core MVC, design and define relational databases, reengineer and automate processes to make them more efficient and streamlined, optimizing applications and database performance, define business rules, develop program specifications, help employees and customers with system problems, develop complete system documentation, and may supervise lower-level programmers and consultants.

KNOWLEDGE/SKILLS/AND ABILITIES

  • Advanced work experience with client/server applications development software including; C#, Asp.Net Core MVC, Microsoft SQL Server, HTML5 JavaScript, jQuery, developing and optimizing SQL queries.
  • Lead or coordinate application implementations, upgrades, testing, migrations, and system enhancements.
  • Strong understanding of databases, APIs, interfaces, data flows, operating systems, and application integrations.
  • Advanced level of experience with SQL Server, database relational database design, stored procedures.
  • Expert knowledge of enterprise applications, integrations, interfaces, and system dependencies.

MANAGEMENT PREFERENCES: Management prefers applicants with at least 10 years work history showing a dvanced professional experience developing, supporting, and maintaining client/server applications using technologies such as C#, ASP.NET Core MVC, Microsoft SQL Server, HTML5, JavaScript, and jQuery. Advanced proficiency in developing, optimizing, and troubleshooting complex SQL queries, as well as strong experience with relational database design and stored procedures. Extensive knowledge of enterprise application integrations, APIs, interfaces, data flows, system dependencies, and operating systems. Experience leading or coordinating application implementations, upgrades, testing, migrations, system enhancements, and other technical initiatives is highly desirable. Evaluate complex technical issues, identify system impacts and dependencies, recommend effective solutions, and provide technical leadership throughout the application development and support lifecycle.

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development; or Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development; or High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience
