Job Description

The Livelihood & Resilience Specialist will provide strategic technical and management support to the Livelihood (LH) programming (including food security portfolio in the National Office, working specifically with area programmes in Indonesia. S/he will work directly with LH area programme staff and operations teams, overseeing the Integrated Program Framework (IPF) budget for the respective zone, and providing technical support for project implementation, monitoring and evaluation. This position will also provide strategic technical support to LH in emergencies or Response situations if needed. This position responsible for Livelihood & Resilience Specialist. This position will also ensure that quality Livelihoods programming is integrated across the implementation, monitoring, and evaluation processes of Wahana Visi Indonesia’s work across all programmes in Indonesia.

Strategy Development & Planning

Develop detailed implementation plans for the projects, aligned with food security and livelihood programmes, and coordinate their implementation
Actively participate in the preparation, conduct and supervision of monitoring and evaluation activities and need assessment surveys within the implementation areas.
Develop and manage food security and climate-resilient agriculture projects aligned with long-term resilience goals. This includes creating, reviewing, and evaluating innovative technical guidelines to ensure all programming meets international humanitarian standards and donor compliance requirements.
Coordinate emergency livelihood programming within the assigned zone during crises, directly overseeing implementation, budgeting, and quality assurance. Collect and analyze real-time field data to produce comprehensive reports that help grant acquisition teams secure funding.
Develop, review and evaluate the integration of food security and climate-resilient agriculture programming to support inclusive growth to support social inclusion outcome and green growth to support environmental outcome.

Resource Acquisition & Management

Provide budgeting framework of Livelihood Resilience programming interventions to ensure the effectiveness of related projects and programs, both in emergency and development context.
Provide leadership in the acquisition of Livelihood Resilience programming funding, to ensure the projects reach the intended beneficiaries and achieved and intended outcomes in alignment with the context, humanitarian needs and response strategy as well as operational feasibility and technical quality
Focus on forecasts and intelligent research related with donor strategies, lead proposal development and prepositioning for solicited and unsolicited funding opportunities for the sector in coordination with RDC .

Capacity Building and Technical Support

Provide technical support to AP staff for Livelihood Resilience Programmes assessment, design, implementation, monitoring, evaluation
Coordinate and facilitate Livelihoods orientation and refresher trainings for area programme staff within respective Area Program
Support and/or facilitate capacity building of LH area programme staff, including coaching on specific interventions within LH Core Project Models
Support Livelihoods competency development for area programme LH staff
Contextualise relevant training and teaching materials for LH projects for various stakeholders including community elders, faith leaders, parents and caregivers, and other local partners or volunteers.

Accountability & Quality Assurance

Ensure quality implementation of Wahana Visi Indonesia Livelihoods project models in the local area.
Ensure the integration of good practices in livelihood project activities in the local area
Document and submit timely financial reports, field reports, and periodic progress reports on project activities to immediate supervisor following required reporting guidelines
Set up humanitarian accountability system for each Livelihood Resilience related food security and agriculture project/program and ensure that periodic reports are produced and issues raised by beneficiaries are addressed and responded
Responsible for the development, roll out and uptake of systems and tools to enhance the quality, efficiency, effectiveness, monitoring, accountability and reporting and risk management of social protection. Contributions to country and area office strategies, core competency strategies and programme policy documents is also expected from the Specialist.

Networking & Coordination

Coordinate integration of livelihoods project activities with other sectors’ work and ensure the adequate integration of cross-cutting themes (e.g., gender, disability, etc.)
Represent WVI needed in zonal or district-level economic development networks and coalitions to promote evidence-based LH approaches, ensure local level advocacy actions influence the appropriate decision-making channels, and advance a system strengthening approach to livelihoods
Build and maintain strong networks with a diverse range of stakeholders, including national governments, humanitarian agencies, private sector financial institutions, and development actors. Collaboratively design the most appropriate Livelihood Resilience Programming interventions for different regions and lead contracting arrangements with market actors in close coordination with internal finance, procurement, legal, and operations teams.
Proactively engage with donors, food assistance partners, and Food Security and Livelihood (FSLH) working groups to share program updates, navigate challenges, and secure new opportunities. Additionally, facilitate continuous communication with regional offices, support offices, and specialized programming management groups to align grants and ensure timely strategic prepositioning.

Management and Leadership

Provide Christian leadership and support to enrich the organization’s life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve to increase quality teamwork among team members and project staffs.
Build and maintain positive spirit of working in team with other staff in respective unit and department.
Conduct regular team meeting, Community of Practices and workshops to organize the work of the team and help the project staffs to achieve the target quality on time.
Submits periodical/monthly accomplishment report.

Requirement

5-7 years' work experience in the field of livelihoods resilience and economic development
Experience working in a complex, international organisation in the NGO/international development context
Experience in project design, implementation, monitoring and evaluation and report writing essential
Master’s degree or equivalent in the fields of fields of livelihoods, agriculture, agroforestry livestock or fishery, economic development, or a related field.
Fluent or proficient in English is a must
Knowledge and understanding of how to apply a systems approach to Livelihoods programming
Strong understanding of global strategies and frameworks to end intergenerational poverty and increase economic development
Extremely strong facilitation, training, coaching, and capacity building skills
Extremely strong planning and project management skills
Strong inter-personal communication and collaboration skills
Ability and willingness to travel domestically and internationally as required, to visit project sites, attend meetings, and engage with stakeholders.
Cultural sensitivity and an understanding of the local context.
Ability to travel and participate in field visits, sometimes in remote or challenging locations.
Adequate physical health to meet the demands of frequent travel and fieldwork.
