About The Role

Position Description

BFM Senior M&E Mentor will work closely with the District MoH Health Management Information System (HMIS) Officer to provide M&E supervision, data collection support, data quality assurance, and verification. The Senior M&E Mentor will also provide mentorship and guidance to the program data officers. The position will be based at district level and will engage in regular health facility supervision to support the MoH data systems.

Essential Duties

Project Monitoring and Oversight

  • Support all M&E initiatives for assigned project including monitoring data quality and tracking the progress of activities in the district
  • Support creation and implementation of an M&E framework and procedures for the monitoring and evaluation of project activities;
  • Support defining and implementing the key project performance indicators (KPI) and milestones as well as monitoring them throughout the duration of the project;
  • Draft tools and their revisions as well as data collection procedures under the supervision of the M&E Manager (such as logical framework, project performance tracking, indicators, data flow chart, M&E manuals);
  • Co-design mentorship tools with integrated QI and actionable follow-ups

M&E Supervision

  • Provide facility-level M&E supervision and data collection support to ensure timely monthly report submission and entry into DHIS2.
  • Provide mentorship to improve health information systems and data use
  • Provide mentorship to generate missed appointment lists for client follow-up, lists of clients due for VL at the next clinic, clients who need adherence support, and EID patient card audits to close EID testing gaps, and other key program areas as needed.

Data Quality Assurance and Data Use

  • Supporting data integration into district-level decision making.
  • Create monthly M&E review presentations.
  • Facilitate ‘feedback loop’ data review meetings with district MoH leadership to systematically discuss gaps and propose solutions to implementation challenges.
  • Engagement in CQI project design

Requirements

  • Minimum of three years professional experience in M&E positions of increasing seniority with responsibility for implementing M&E activities of development projects;
  • Current or previous experience serving as an M&E Officer
  • Bachelor’s Degree in Statistics, Demographics, Computer Science, or related field. Bachelor degree plus a certificate in M&E, statistics, or development preferred;
  • Experience designing and managing clinical monitoring and database systems;
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans;
  • Experience in planning and managing surveys, developing and refining data collection tools, data quality assessments and oversight and managing and providing ongoing training to M&E officers;
  • Capacity to produce high-quality briefs and reports in English;
  • Strong knowledge of HIV data management;
  • Good level of proficiency in Windows Excel, PowerBI, and quantitative analysis;
  • Experience with DHIS2 platforms
  • Demonstrated ability to train and build capacity of others;
  • Strong interpersonal skills;
  • Experience in a non-governmental organization or in USG funded projects (desirable);
  • Willingness to travel in all health facilities within the district (daily travel)
