About The Role
Position Description
The Senior M&E Officer will support the program through technical assistance within the M&E department through project M&E design, data analysis, and technical support to the MOH. This position will be based at the central office and provide overall project data management, analysis, and reporting.
Essential Duties
Project Monitoring and Evaluation Design
- Support all M&E initiatives for assigned project including monitoring data quality, tracking the progress of activities, and communicating progress to program managers
- Support defining and implementing the key project performance indicators (KPI) and project milestones, and monitoring them throughout the duration of the project
Data Analysis and Review
- Dashboard generation and database management for project
- Draft tools and their revisions as well as data collection procedures under the supervision of the M&E Manager (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals);
- Design and conduct data quality assessments for the program
- Analyze changes and patterns in KPI indicator data and performance reports in order to support project staff;
- Create monthly and quarterly performance presentations for the program team and external stakeholders
Mentorship and Technical Support for Government and District Teams
- Coordinate project data quality management
- Provide technical support to the project Senior M&E Mentors based in the supported districts.
- Other duties as assigned
Requirements
- Minimum of five years professional experience in M&E positions of increasing seniority with responsibility for implementing M&E activities of development projects;
- Current or previous experience serving as a Senior M&E Officer
- Bachelor’s Degree in Statistics, Demographics, Computer Science, or related field. Bachelor degree plus a certificate in M&E, statistics, or development preferred;
- Experience designing and managing clinical monitoring and database systems;
- Advanced skills in Excel, PowerBI, and a statistical software package (eg, SPSS, Stata)
- Technically skilled in data visualization, including dashboard generation
- Ability to mentor colleagues and health facility staff on program tools and data collection
- Experience in planning and managing surveys, developing and refining data collection tools, data quality assessments and oversight and managing and providing ongoing training to M&E officers;
- Capacity to produce high-quality briefs and reports in English;
- Strong knowledge of HIV data management;
- Demonstrated ability to train and build capacity of others;
- Strong interpersonal skills;
- Experience in a non-governmental organization or in USG funded projects (desirable);
- Willingness to travel within Malawi
