[LTA-HR] ASSISTANT / DEPUTY MANAGER, HUMAN RESOURCE (LEARNING PROGRAMME DEVELOPMENT) 1-YEAR CONTRACT

[What you will be working on]

We are looking for Human Resource professional to join the Learning Programme Development (LPD) team in the Human Resource Group.

You will play a key role in supporting LTA's workforce capability development efforts through the effective administration and delivery of learning programmes and initiatives. This includes partnering divisions to identify learning needs, managing the end-to-end procurement of learning programmes, coordinating programme delivery with stakeholders and training providers, administering vendor contracts and payments, and ensuring compliance with procurement and governance requirements. You will also oversee programme registration, scheduling, communications, participation tracking, training records management, and the administration of onboarding and other corporate learning programmes. You will also manage the roll-out of e-learning modules, including the identification of mandatory e-learning modules and ensuring compliance of these identified modules.

In addition, you will manage and administer learning programmes and records in Workday and LEARN, ensuring data accuracy, timely completion, and compliance with learning requirements. You will analyse learning data and generate reports to support management decision-making, develop learning dashboards and operational insights, and support system enhancements, process automation, and continuous improvement initiatives. The role will also involve working closely with stakeholders across the organisation and supporting learning transformation efforts that enhance organisational capability and learning effectiveness.

[What we are looking for]

  • Tertiary qualification in any discipline.
  • At least 2 years of relevant experience in learning operations, programme management, HR operations, training administration, or related fields.
  • Experience in administering Workday Learning Module or a similar Learning Management System (LMS), including programme setup, records management, reporting, and system administration.
  • Strong analytical skills and ability to interpret learning data and generate management reports.
  • Proficient in Microsoft Excel, PowerPoint, and other Microsoft Office applications.
  • Familiarity with Power BI and dashboard development for reporting and data visualisation would be an added advantage.
  • Strong stakeholder management, communication, and interpersonal skills.
  • Meticulous, organised, and able to manage multiple priorities independently in a fast-paced environment.
