About The Role

About the Program

For Australia the emergence of a peaceful, stable and prosperous Bougainville is a key national interest; supporting the Government of PNG and the Autonomous Bougainville Government to implement the Bougainville Peace Agreement is an explicit commitment in the 2017 White Paper. An overriding interest is to maintain the peace that the Agreement brought about and that is enabled by political dialogue, within and outside Bougainville, and economic development. It implies a readiness to engage for the long term, accepting that the development of institutions and diversified economic opportunities will be slow.

The Bougainville Partnership (BP) took on its current form in 2016, inheriting activities from a number of separately administered initiatives.

The structure of the program remains similar to the Bougainville Partnership’s previous program, but with updated outcomes as follows:

Pillar 1 - Capable institutions

  1. GoPNG and ABG institutions are able to carry out high priority tasks that support Bougainville’s development and the post-referendum dialogue: Supporting defined tasks connected with the development of essential institutions, the draw-down of powers, Post-Referendum Dialogue and/or an aligned road map that leads towards greater autonomy.

Pillar 2 - Economic development

  1. ABG and business associations jointly plan and implement initiatives to improve the private sector environment for inclusive economic development: Measures to improve the environment for private sector development and deepen the dialogue between the government and the private sector will be promoted through technical assistance.
  2. Women and men engaged in primary production have increased incomes and benefit from inclusive associations and cooperatives: The current agricultural value chain activities will be continued, focussing on improving cocoa quality and linking producers to markets. This objective must be complemented with an economic inclusive policy and strategy that facilitates the interest of women, youth and people living with disabilities to actively participate and benefit from the economic activities.

Pillar 3 - Stronger communities

  1. Community, youth and women’s groups collaborate effectively to establish sustainable community assets, deliver services and advocate for their target groups: Formerly the peace-building component, activities will include continuation and expansion of the existing successful community grants program, initiatives to provide skills and foster networks for youth, and community infrastructure.

Pillar Crosscutting Outcome

  1. Women increasingly participate in decision making and take on leadership roles in civic, economic and political spaces: The program will use the entry points from its range of activities to promote women’s leadership.

The BP is part of the Australia PNG Subnational Program (APSP) , which is an enabling mechanism comprised of four separately designed programs including: BP, the Western Province Partnership (WPP), the Kokoda Initiative Partnership (KIP), and the Subnational Governance Implementation Plan (SGIP). Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.

About the Opportunity

The Logistics and Facilities Officer is responsible for ensuring the Bougainville Partnership Buka logistics are expedited efficiently to ensure materials and equipment are maintained in a safe and secure environment until utilized, and facilities are maintained to a high standard of presentation.

Key Responsibilities

  • Coordination of logistics from and to PNG including the planning and preparation of laydown areas in Bougainville.
  • Liaison with Port Services and Stevedoring companies for the management of freight to the laydown yard.
  • Ensuring freight is inspected for damages and defects on receipt and reporting on condition of freight to BP Management.
  • Supply chain for the facilities maintenance including procurement of locally approved materials.
  • Oversight and supervision of facility maintenance tasks for Abt in Bougainville.
  • Ensure assets and general building and fittings are maintained to a high standard.
  • Maintain company assets register.
  • Ensure all facilities and equipment are turned on and off daily.
  • Ensure all facilities and containers are secured by COB each day.
  • Responsible for the control and short-term issuance and receipt of assets to Abt staff.
  • Ensure general building, fittings and equipment are maintained regularly.
  • Work with the Infrastructure and Facilities Lead and Senior Logistics and Facilities Officer to continuously improve systems and procedures.
  • Ensure the Abt and AHC Generators are filled daily and maintained.
  • Maintain records of fuel usage for generators and coordinate supply and storage for Abt and AHC.
  • Coordinate waste disposal for the Abt premises on a weekly basis, or as required for post maintenance housekeeping.
  • Obtain quotes for facilities maintenance services and materials for management approval.
  • Coordination of weekly gardening maintenance – removal of weeds and grass kept low and tidy.
  • Support Administration staff in preparation for meetings and workshops.
  • Support staff in preparation for activities and events (i.e. Chocolate Festival)
  • Emergency warden
  • At all times, work in accordance with the processes specified in the Abt Procedures Manuals.
  • Provide oversight and management of AHC compound blocks in terms of gardening, maintenance (utilities) and contractors.
  • Support AHC Senior Administrator with office maintenance (utilities) requirements.
  • Coordinate with AHC staff for the conduct of audits and inspections of facilities to meet WHS compliance.
  • Assist with maintaining container inventories with the Senior Logistics and Facilities Officer.
  • Responsible for issuing and recording of materials for contractors in the absence of the Senior Logistics and Facilities Officer.
  • Responsible for the supervision of maintenance contractors and casual labour at Abt contracted facilities; and
  • Other duties as may be required.

About You

Qualifications

  • Preferred Diploma or Certificate in Supply Chain Operations, Logistics, Business Administration, or trade related field is preferred.

Knowledge

  • Demonstrate track record of coordinating with external service providers, vendors, and freight or courier companies.
  • Experience with basic asset management, inventory tracking and small-scale procurement.

Skills/Experience

  • At least 2-3 years of working experience in facilities maintenance, logistics support, or general administration
  • Organisation skills and time-management abilities, with the capacity to multitasks and prioritise tasks independently
  • Effective verbal and written communication skills
  • Basic knowledge of Workplace Health and Safety (WHS) protocols and facility upkeep.
