The Data Center Infrastructure Delivery team at Oracle Cloud Infrastructure is a dynamic group of professionals dedicated to delivering state-of-the-art data center facilities at scale and at pace. This team comprises experienced project managers who work collaboratively with vendors and internal teams to ensure the successful execution of complex data center construction and network projects. They bring a wealth of expertise in project management, technical design, and on-site construction, ensuring that our data centers meet the highest standards of quality, efficiency, and sustainability.

Job Summary

We are seeking a Lead Principal Technical Program Manager to lead end-to-end Data Center infrastructure build programs across the JAPAC region, with opportunities to support global initiatives as required.

You will drive end-to-end infrastructure delivery—from planning and site readiness through deployment, commissioning, operational handover, and customer readiness. Success in this role requires strong technical understanding of hyperscale infrastructure, exceptional program execution, and the ability to identify risks, remove blockers, and accelerate delivery across multiple stakeholders.

This role is ideal for an execution-focused TPM who thrives in fast-paced environments and can confidently lead complex, cross-functional infrastructure programs.

Strategically, you will be responsible for developing and implementing comprehensive plans that optimize efficiency, cost-effectiveness, and operational excellence in delivery. You will engage with key stakeholders, manage high-stakes vendor relationships, and navigate the complexities of regulatory compliance. Your ability to anticipate and mitigate risks to datacenter delivery will be crucial in maintaining project timelines and budgets. This is a high- impact role that will lead, drive, and ensure the successful management and delivery of critical initiatives on our strategic roadmap. The role comes with a high degree of personal accountability and autonomy and will require effective engagement across Design, Engineering and Operations.

Your ability to anticipate and mitigate risks will be crucial in maintaining project timelines and budgets. The successful candidate will demonstrate the ability to own end-to-end delivery of network and data center capacity across concurrent builds.

This role will oversee data center focused projects and initiatives. Managing these construction projects well is key to the overall success of customer deliveries. You will engage directly with our Colo and LV partners’ leadership and project management teams, driving accountability and improvements to meet our customers’ needs. You will also engage with internal teams to make sure we deliver the proper design and process documentation to the Colo, execute on our ISP circuit contracts, and update all internal tracking tools for handover to our operations teams at the end of the project.

What You’ll Do

As a Principal Technical Program Manager, you will lead complex, large-scale data center infrastructure programs from early strategy and design through construction, commissioning, and final delivery. You’ll bring together technical teams, construction partners, vendors, and senior stakeholders to turn ambitious infrastructure plans into operational data centers.

  • Own complex data center programs end to end , shaping the delivery strategy and leading projects from early planning and design through construction, commissioning, and operational readiness.
  • Drive integrated planning across multiple teams , partnering closely with Design, Construction, Engineering, Network, and Operations to ensure requirements are aligned and transitions between project phases are seamless.
  • Coordinate critical technical scopes , including tenant fit-out, low-voltage (LV) infrastructure, network builds, and other dependencies to ensure they are fully integrated into the overall construction program.
  • Lead delivery against schedule, budget, quality, and operational goals , using strong program controls to identify issues early, resolve complex dependencies, and keep large-scale projects moving forward.
  • Anticipate and manage program risks , applying sound technical and commercial judgement to develop mitigation plans and make informed decisions in a fast-moving construction environment.
  • Lead key vendors and delivery partners , supporting contractor and supplier selection, commercial negotiations, performance management, and successful execution of contracted work.
  • Influence stakeholders at all levels , providing clear visibility of progress, risks, decisions, and trade-offs while building alignment across internal teams and external partners.
  • Set a high bar for quality and execution , establishing effective quality controls and regularly visiting project sites to validate progress, coordination, safety considerations, and construction quality.
  • Provide technical and program leadership across the portfolio , using your experience in data center design and construction to solve complex problems, improve delivery practices, and help other project and technical leaders succeed.

Required Qualifications

  • Significant experience leading large-scale, technically complex construction or infrastructure programs from planning and design through construction, commissioning, and final delivery.
  • Proven ability to own multiple complex programs simultaneously , managing schedules, budgets, dependencies, risks, and competing priorities in a fast-paced environment.
  • Strong technical understanding of mission-critical infrastructure, construction, engineering, or data center environments , with the ability to engage effectively with engineering and technical specialists.
  • Demonstrated experience working across Design, Engineering, Construction, Operations, and other technical teams to coordinate requirements and drive successful project delivery.
  • Strong program and project management capabilities , including advanced planning, scheduling, progress tracking, risk management, and budget oversight.
  • Experience managing contractors, vendors, consultants, and suppliers , including commercial discussions, contract performance, issue resolution, and delivery accountability.
  • Excellent stakeholder management and communication skills , with the ability to influence senior leaders, technical teams, and external partners without relying on direct authority.
  • Strong analytical judgement and problem-solving ability , with a track record of navigating ambiguity, resolving complex delivery challenges, and making effective decisions under pressure.

Preferred Qualifications

  • Extensive experience delivering hyperscale, colocation, or other large-scale data center construction programs , particularly in complex or rapidly growing environments.
  • Deep understanding of the data center development lifecycle , including design, construction, commissioning, tenant fit-out, low-voltage systems, network infrastructure, and operational handover.
  • Experience establishing program-level strategies, standards, processes, and governance that improve delivery across multiple projects rather than a single construction site.
  • Demonstrated knowledge of critical data center infrastructure and systems , with an understanding of how design and construction decisions affect reliability, scalability, operational readiness, and maintainability.
  • Experience delivering projects involving multiple contractors, technical workstreams, and interdependent scopes , with responsibility for coordinating delivery across organizational boundaries.
  • Experience identifying opportunities to improve cost, schedule, quality, and delivery efficiency across a portfolio of infrastructure projects.
  • Experience mentoring or providing technical and program leadership to project managers, engineers, construction professionals, or other program leaders .
  • Knowledge of emerging approaches to data center design, construction, sustainability, and infrastructure technology would be an advantage.
  • Japanese language ability would be advantageous for this role.
