Purpose of consultancy

The primary purpose of this consultancy is to provide support to the Asia Pacific Regional Office in strengthening programming to address TFGBV across the region.

Scope of work

UNFPA in Asia and Pacific implements the Regional Programme (2026–2029), aligned with the UNFPA Strategic Plan (2026-2029) and the ICPD Programme of Action. One of the transformative results of the Regional Programme is to accelerate progress toward ending gender-based violence and harmful practices.

Achieving UNFPA’s transformative result of ending GBV and harmful practices requires that Technology-Facilitated GBV (TFGBV) be comprehensively addressed through survivor-centered programming that includes legal reform, capacity strengthening of frontline service providers, strengthening of enabling environment and rigorous research and evidence generation.

Accordingly, UNFPA APRO is seeking a consultant to strengthen prevention and survivor-centred response to TFGBV in Asia Pacific.

Under the leadership and oversight of the UNFPA APRO GBV Advisor and APRO Humanitarian Team, the consultant will support the following:

Support UNFPA country offices and partners with the development of tools, standard operating procedures and guidelines to enhance frontline responders’ capacities to manage and integrate TFGBV in standard practices, to provide survivor-centred TFGBV response services including secure referral pathways; confidential case intake and ethical data collection
Facilitate knowledge sharing between relevant actors to improve continuity of care
Document lessons learned and emerging trends in TFGBV programming to inform programme improvement.
Develop culturally appropriate TFGBV prevention materials
Provide technical review of existing and new laws and policies to ensure they address TFGBV
Facilitate stakeholder consultations on TFGBV engaging government, UN agencies, development partners and civil society organizations.
Contextualize, adapt and rollout existing TFGBV guidance and training resources and support learning on TFGBV programming areas including for example survivor centred response, take down of online content.
Facilitate Training of Trainers (ToT) on online harm and digital security to strengthen sustainable national capacity
Support the TFGBV Response Hub through strengthening TFGBV expertise in the region
Operationalize a survivor-centered rapid-response system for TFGBV

Duration and working schedule

The total duration of the consultancy will be a maximum 100 working days between September 2026 to end March 2027.
The selected consultant will develop a workplan in consultation with the UNFPA APRO GBV Team and APRO Humanitarian Team.
Place where services are to be delivered : This consultancy is home-based.

Expected deliverables include, among others

At least three tools, standard operating procedures and guidelines to enhance frontline responders’ capacities to manage and integrate TFGBV in standard practices, to provide survivor-centred TFGBV response services including secure referral pathways; confidential case intake and ethical data collection (up to 7 days)
A report on at least 2 knowledge sharing webinars to improve continuity of care, organized and facilitated targeting relevant actors (up to 5 days)
One Strategic brief documenting lessons learned and emerging trends in TFGBV programming to inform programme improvement (up to 5 days)
Provide technical review of at least 3 existing and new laws and policies to ensure they address TFGBV (up to 5 days)
At least 2 culturally appropriate TFGBV prevention knowledge products (up to 2 day)
A report on at least 4 stakeholder consultations on TFGBV engaging government, UN agencies, development partners and civil society organizations. (up to 5 days)
TFGBV guidance and training resources contextualized and rolled out in at least 2 country contexts (up to 10 days)
A training report with pre and post-training evaluation, training materials and other details on the ToT conducted targeting 30 nominated participants from local organizations and community networks on online harm and digital security (up to 18 days)
A narrative report outlining the support provided to the TFGBV Response Hub (up to 3 days)
Two narrative reports outlining the support provided to operationalize a survivor-centered rapid-response system for TFGBV and create awareness on the issue at community level. (up to 40 days)

While the type of deliverables is mentioned above, the exact number is not possible to be quantified at this stage given the majority of the work will be demand driven from UNFPA Country Offices and service providers.

Basis of payment: Basis of payment

Daily rate, to be paid in 3 instalments upon accumulation of 40 working days for installment 1 and 2 and 20 days for installment 3, on the basis of work completed towards deliverables specified below and acceptance by UNFPA APRO.

1st installment: by mid November 2026, the payment will be paid based on the actual worked days as specified in the certified time sheet and the deliverables accepted by UNFPA APRO

2nd installment: by mid December 2026, the payment will be paid based on the actual worked days as specified in the certified time sheet and the deliverables accepted by UNFPA APRO

Final Installment: by 31 March 2027, the payment will be paid based on the actual worked days as specified in the certified time sheet and the deliverables accepted by UNFPA APRO

Monitoring and progress control

A work plan/delivery monitoring schedules will be determined by APRO and the Consultant at the outset of the consultancy. A tracking sheet will be used to note progress against the TOR deliverables and deadlines.

Supervisory arrangements: The consultant will report to the UNFPA APRO GBV Advisor in close coordination with the APRO Humanitarian Team.

Expected travel

Travel to the Regional Office (APRO) and/or UNFPA Country Offices or other locations are expected, with exact dates and duration to be determined based on the need at the time of deployment. Travel expenses will be covered by UNFPA in accordance with the UNFPA Travel policy.

Inputs / services to be provided by UNFPA or implementing partner

The consultant will use their personal laptop/computer. UNFPA APRO will link the consultant to Country Office focal points where necessary.

Qualifications and Experience

Education

Master’s degree in public administration, health, social work, political science, gender studies, human rights and AI Policy, Technology or a related field.

Work experience and expertise

At least 5 years relevant experience including demonstrated experience in GBV/SRHR/TFGBV programming, including content development and/or training design.
Deep understanding of the GBV guiding principles, safety by design, and what it means to provide a survivor-centered response
Practical experience in providing remote/digital support to survivors of online violence, including case triage, safety planning and referral.
Experience in developing or operationalizing digital support services, preferably online helplines, digital response mechanisms, or survivor support services
Experience conducting desk-based or mixed-methods research/situational analysis, preferably on GBV or digital rights topics.
Demonstrated experience developing context-specific training materials and participatory exercises, and adapting and delivering training to diverse audiences in culturally and linguistically appropriate ways
Experience developing and facilitating workshops and webinars
Demonstrated understanding of issues related to safety by design, confidentiality, personal data protection and other concerns related to the collection and management of sensitive data
Familiarity with the legal and policy contexts related to GBV/TFGBV within the Asia and Pacific Regions is an asset.
Prior experience working with the UN system is an advantage.
Experience of working with local civil society organizations, women-led organizations, community networks and frontline actors in humanitarian or conflict-affected settings
Excellent computer skills: Google Workspace Suite or MS Word, Excel, and database software
Excellent interpersonal and communication skills
Fluency in English (written and spoken) required
