About The Role

REPORTS TO: General Manager

KEY RESPONSIBILITIES

A. Financial Strategy and Planning

  • Develop and implement the ZLTS's financial strategy in line with business objectives.
  • Prepare annual budgets, forecasts and medium-term financial plans.
  • Provide financial advice to the General Manager and management team.
  • Develop financial models for new projects, investments and operational initiatives.
  • Conduct financial feasibility and cost-benefit analyses.
  • Monitor financial performance against strategic and operational targets.

B. Budgeting and Cost Management

  • Lead the annual budgeting process.
  • Monitor departmental expenditure against approved budgets.
  • Identify cost overruns and recommend corrective actions.
  • Establish cost-control measures for fuel, maintenance, labour, utilities, waste haulage and other major expenditure areas.
  • Analyze cost per tonne of waste transferred.
  • Identify opportunities to reduce operational and administrative costs without compromising service quality.

C. Revenue and Billing Management

  • Ensure accurate recording of waste received and transferred.
  • Work closely with the weighbridge team to reconcile tonnage data with billing records.
  • Monitor customer billing, collections and outstanding receivables.
  • Ensure timely invoicing of customers and service users.
  • Develop controls to minimize revenue leakage.
  • Monitor revenue by customer, service type, tonnage and other relevant revenue streams.
  • Reconcile weighbridge records, invoices, receipts and bank collections.

D. Financial Reporting

  • Produce accurate and timely monthly, quarterly and annual financial reports.
  • Prepare management accounts and financial performance dashboards.
  • Analyze revenue, expenditure, profitability, cash flow and working capital.
  • Provide management with financial insights and recommendations.
  • Explain significant variances between actual and budgeted performance.

E. Cash Flow and Treasury Management

  • Develop and monitor cash-flow forecasts.
  • Ensure adequate liquidity to support operations.
  • Manage banking relationships and payment processes.
  • Monitor cash collections and deposits.
  • Ensure appropriate controls over petty cash and operational cash.
  • Manage working capital and optimize cash conversion.

F. Accounting and Financial Controls

  • Ensure accurate maintenance of accounting records.
  • Establish and maintain appropriate financial controls.
  • Ensure proper segregation of duties.
  • Review payment vouchers, purchase orders, invoices and supporting documentation.
  • Ensure timely reconciliations of bank, supplier, customer and other control accounts.
  • Prevent fraud, financial irregularities and unauthorized expenditure.

G. Procurement and Supplier Financial Management

  • Work with Procurement to ensure compliance with approved procurement procedures.
  • Review supplier invoices and payment documentation.
  • Monitor supplier balances and payment commitments.
  • Analyze major supplier contracts from a financial perspective.
  • Support contract negotiations through financial analysis.

H. Asset and Capital Expenditure Management

  • Maintain appropriate financial records for vehicles, heavy-duty equipment, machinery, buildings and other assets.
  • Monitor capital expenditure against approved budgets.
  • Conduct financial analysis of major equipment purchases.
  • Monitor depreciation and asset utilization.
  • Support management in decisions regarding purchase, lease, replacement or disposal of assets.

I. Financial Risk and Compliance

  • Identify and manage financial risks affecting the station.
  • Ensure compliance with applicable accounting, tax, statutory and company requirements.
  • Coordinate internal and external audits.
  • Implement audit recommendations.
  • Investigate financial control weaknesses and recommend improvements.

J. Business Performance and Decision Support

  • Develop financial KPIs for the transfer station.
  • Analysz profitability by customer, service and operational activity.
  • Calculate and monitor cost per tonne, revenue per tonne and profit per tonne .
  • Evaluate the financial impact of operational inefficiencies.
  • Provide financial information to support decisions on fleet, equipment, staffing and outsourcing.
  • Identify opportunities to improve profitability and financial sustainability.

ADDITIONAL KNOWLEDGE, EXPERIENCE AND SKILLS REQUIRED

Ideal Profile

The Head of Finance should not function merely as an accountant. In ZL transfer station, the role should operate as a strategic financial business partner to the General Manager, helping management answer questions such as: How much does it cost us to handle one tonne of waste, how much revenue does that tonne generate, where are we losing money, and what actions will improve profitability and cash flow? This makes the Finance function an integral part of operational optimization, revenue assurance, cost reduction and long-term sustainability of the transfer station.

Educational Qualification

Essential

  • Bachelor's degree in Accounting, Finance, Economics, Business Administration or a related discipline.
  • Professional accounting qualification such as ICA, Ghana, ACCA, or equivalent.

Desirable

  • Master's degree in Finance, Accounting, Business Administration, MBA or related field.
  • Membership of a recognized professional accounting body.

Experience

  • Typically 8–12 years' relevant experience, with at least 3–5 years in a senior finance/management position.
  • Experience in financial management within a large-scale operational environment.
  • Experience in budgeting, management accounting, financial reporting and cost control.
  • Experience managing revenue collection and receivables.
  • Experience in asset-intensive operations is highly desirable.
  • Experience in waste management, logistics, transportation, manufacturing, construction, utilities or other heavy operational environments would be advantageous.
  • Experience working with ERP/accounting systems.
  • Experience coordinating internal and external audits.

  • Change orientation – able to drive financial process improvements and digitalization.
  • Confidentiality – maintains strict confidentiality of financial and commercial information.
