PRIMARY JOB RESPONSIBILITIES
The Manager, Facility Business Operations provides Facility Services with a coordinated approach to administrative services, financial oversight, data analysis, and business intelligence reporting in support of a multi-departmental service portfolio spanning Facility Services Operations, Maintenance, Environmental Services, and the Energy Conversion Centre (ECC). The Manager leads a team of unionized administrative and stores staff including dispatch, cost control, office coordination, maintenance clerical, key control, and stock control functions, and oversees the processing of work orders through the computerized maintenance management system (CMMS). The Manager acts as the primary operational liaison between Maintenance, the Energy Conversion Centre (ECC), Client Services/Projects, and Zone Supervisors, ensuring coordinated work intake, reporting, and information flow across these groups, and works cross-functionally with the Maintenance Manager, Chief Operating Engineer, and Zone Supervisors to coordinate service delivery support and reporting. The Manager designs and maintains business intelligence solutions using Power BI, SharePoint, and Power Automate; develops and authors standard operating procedures (SOPs) and contractor compliance documentation; supports procurement and budget administration, including chargeback and centralized budget models; and provides human resources functions and training for the administrative staff group.
- Lead financial management activities for Facility Services Operations, including budget forecasting, reporting, expenditure tracking, and financial analysis for staffing, programs, and operational initiatives.
- Ensure compliance with University financial and procurement policies through auditing procedures, maintaining accurate financial records, and overseeing contractor compliance documentation.
- Design, develop, and maintain business intelligence solutions, including Power BI dashboards, data models, and automated reporting tools to monitor operational performance, financial metrics, and key departmental KPIs.
- Lead and oversee the daily administrative and operational functions of Facilities Services, including supervision of office coordination, dispatch, key control, distribution services, and related support teams to ensure efficient and continuous service delivery across campus.
- Manage campus logistics and facilities support operations, including planning and coordination of internal, external, and cross-border moves, as well as preparation and execution of campus-wide projects and events (e.g., Convocation and special initiatives).
- Oversee work order systems, CMMS reporting, operational applications, communications systems (radio/phone/application platforms), scheduling, KPI tracking, and service prioritization to ensure effective maintenance operations and high-quality customer service delivery.
- Coordinate procurement and financial administration, including purchasing of supplies and equipment, transaction processing, record maintenance, and support for operational budgeting, reporting, and cost tracking.
- Lead operational efficiency and continuous improvement initiatives by developing and maintaining SOPs and SLAs, enhancing service delivery processes, and identifying cost-effective solutions to improve performance and reduce operational costs.
- Acts as first point of contact and liaises with Human Resources and other stakeholders as appropriate regarding all human resources, health and safety, and union related matters, including but not limited to: hiring, performance/discipline, sick leaves, workers’ compensation, terminations, retirements, resignations.
ESSENTIAL QUALIFICATIONS
The successful candidate will
- Bachelor’s degree in Business Administration or related field, or equivalent combination of education and experience.
- 1–3 years of relevant experience in administrative, financial, data analysis, and/or HR functions within a unionized institutional environment.
- 1–3 years of supervisory experience, including delegating work, leading teams, and managing unionized staff.
- Demonstrated experience in business intelligence development, including Power BI dashboard design, data modeling, DAX, and star-schema architecture.
- Experience developing and maintaining automated workflows and system integrations using Microsoft Power Automate, SharePoint, and Microsoft 365 tools.
- Strong background in financial administration, including budgeting, procurement, chargeback models, vendor management, and financial reporting.
- Experience drafting, implementing, and maintaining standard operating procedures, compliance processes, and contractor documentation (e.g., COI, WSIB).
- Working knowledge of enterprise systems, including HCM, general ledger (GL), and CMMS platforms, with ability to extract, transform, and analyze data.
- Strong analytical, problem-solving, negotiation, and decision-making skills with the ability to exercise sound judgment and initiative.
- Excellent communication and interpersonal skills, with demonstrated ability in consensus-building, conflict resolution, and stakeholder engagement.
- Highly organized with strong time management and ability to manage competing priorities in a high-volume, deadline-driven environment.
- Proficiency with Microsoft Office and Office 365 (Word, Excel, Outlook, Teams), with ability and willingness to learn new systems and technologies.
- Demonstrated ability to interpret and apply institutional policies, maintain confidentiality, and operate with diplomacy and discretion.
- Demonstrated commitment to Indigenization, equity, diversity, inclusion, and accessibility principles in the workplace.
PREFERRED QUALIFICATIONS
- Experience working in a post-secondary environment.
- Extensive knowledge of the administrative structure and procedures of the University of Windsor.
- Professional credential or active progression toward one such as IFMA Facility Management Professional (FMP), Certified Energy Manager (CEM), or a relevant data analytics certification.
- Experience leading process improvement, digitization, or change management initiatives.
- Familiarity with energy management reporting tools and frameworks (e.g., ENERGY STAR Portfolio Manager, IESO Day-Ahead Market reporting).
