QualificationsPOSITION SUMMARY

The Program Manager Intelligent Document Processing and Records Operations is responsible for leading Goodwill's records digitization, document processing, workflow automation, and information management programs supporting federal, healthcare, and records management contracts. This role requires experience in program management, operational oversight, process improvement, Intelligent Document Processing (IDP), workflow automation, quality management, and production analytics. The Program Manager leads staff, manages program performance, implements technology enabled solutions, establishes performance measures, drives continuous improvement, and ensures compliance with customer requirements, privacy regulations, quality standards, and records management requirements. The role also requires strong collaboration with customers, technology partners, government representatives, and operational teams to successfully deliver contract objectives and organizational goals. ESSENTIAL DUTIES AND RESPONSIBILITIES

Upholds and models Goodwill's mission, core values, and servant leadership philosophy.

Provides strategic and operational leadership for document processing, records digitization, workflow automation, and records management programs.

Manages daily operations, supervises staff, establishes production goals, monitors key performance metrics, conducts quality reviews, and implements continuous improvement initiatives.

Leads implementation and optimization of Intelligent Document Processing (IDP), workflow automation, document capture, reporting, and production management technologies.

Develops and executes operational plans to improve efficiency, productivity, quality, compliance, and customer outcomes.

Manages program schedules, staffing plans, milestones, deliverables, risks, budgets, and customer requirements to ensure successful contract performance.

Uses production analytics, dashboards, and reporting tools to measure throughput, turnaround times, quality, accuracy, and operational performance.

Develops and improves standard operating procedures, training programs, job aids, workflow controls, and quality management processes.

Builds effective relationships with customers, government agencies, technology providers, educational partners, subcontractors, and community stakeholders.

Ensures compliance with contractual, regulatory, privacy, security, records management, and quality assurance requirements.

Leads process improvement, automation, and organizational transformation initiatives to increase scalability, efficiency, and service delivery.

Supports proposal development, business growth initiatives, program implementation activities, and new contract mobilization efforts.

Prepares executive level reports, presentations, metrics, and briefings for customers and organizational leadership.

Develops staff through coaching, mentoring, training, succession planning, and performance management practices.

Promotes a culture of accountability, innovation, collaboration, customer service, and continuous improvement throughout the organization.

REQUIREMENTS

Bachelor’s degree is preferred in Business Administration, Healthcare Administration, Information Systems, Project Management, Operations Management, Public Administration, Records Management, or a related field.

Project Management Professional (PMP) certification required or ability to obtain PMP certification within six (6) months of hire.

Minimum of eight (8) years of progressively responsible leadership experience managing programs, operations, records management, healthcare administration, workflow automation, document digitization, technology enabled services, or related functions.

Demonstrated experience leading teams, managing budgets, achieving measurable operational outcomes, managing contract deliverables, and driving continuous improvement initiatives.

Experience with workflow automation, Intelligent Document Processing (IDP), business process improvement, production management, analytics, reporting, and performance measurement.

Experience overseeing records digitization, document management, healthcare records, federal contracts, or regulated information management environments preferred.

Excellent written, verbal, presentation, and interpersonal communication skills with the ability to collaborate with customers, stakeholders, vendors, and employees at all organizational levels.

Strong analytical, organizational, problem solving, and decision making skills with advanced proficiency in Microsoft 365 applications, reporting tools, database reporting, and business systems.

Experience working in regulated environments involving records management, HIPAA, privacy, healthcare information, government contracts, quality assurance, or compliance programs preferred.

Must be able to obtain and maintain a favorable Tier 2 Background Investigation and required government system access credentials, including Common Access Card (CAC) access, where required.

Current favorable Tier 2 Background Investigation, Public Trust, Secret Clearance, or higher is strongly preferred, along with prior experience working in environments requiring access to government systems, Personally Identifiable Information (PII), Protected Health Information (PHI), or Controlled Unclassified Information (CUI).

Knowledge of IDP, OCR, automated document classification, workflow automation, metadata extraction, digital records management, and enterprise content management solutions is strongly preferred.

Must be able to meet the physical requirements of the position.

For positions that require driving, must maintain a valid driver’s license and automobile insurance coverage, and be able to travel as needed if you drive your vehicle during company business.
