Description of Work
The Perinatal Health Specialist position will provide technical assistance, guidance, and support to the NC MATTERS BRIDGE (Building Rural Infrastructure for Decision Support, Guidance, and Engagement in Perinatal Mental Health) program in the implementation of required maternal/perinatal health elements of the Rural Health Transformation Program. This position will support the NC MATTERS BRIDGE program as well as the ROOTS HUBs with their program planning, implementation, and evaluation efforts. This position will also support the sites with data collection and analysis. This position will be a part of the Women, Infant, and Community Wellness Section, Maternal Health Branch and serve as a subject matter expert for perinatal health.
Knowledge Skills and Abilities/Management Preferences
Salary Grade Range: $60,881.00 - $106,544.00
Recruitment Range: $75,000.00 - $80,593.00

- Knowledge of evidence based maternal health and perinatal mental health/substance use best practices and trends
- Ability to provide consultation, coaching and solutions-focused support to stakeholders
- Ability to review data for completeness and accuracy and communicate findings clearly
- Familiarity with the unique challenges of maternity care deserts and rural health systems
- Demonstrated ability to work across teams, including external partners

The goal is to improve the overall health of women, reduce infant sickness and death, and strengthen families and communities.
About the Rural Health Transformation Program (RHTP)
NC Rural Health Transformation Program is a statewide program led by NCDHHS to transform rural health care delivery, improve health outcomes, and ensure sustainable access to care for nearly 3 million rural North Carolinians. The program is funded over five years by the Centers for Medicare & Medicaid Services (CMS).
The main goals of the program are to
- Catalyze innovative health care models for rural communities by changing the way providers work together to care for patients in rural NC.
- Transform the rural care experience, building community-based clinical, behavioral, and social supports close to home.
- Create a sustainable rural health delivery system through underlying systems changes in rural workforce pipelines and care team models, and rural provider financial models.
