Mandatory Reference Checking Scheme (“MRC”) for Hong Kong
The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

Job Responsibilities
- Plan and undertake independent internal control reviews on Wholesale Banking Group (“WBG”) operations to evaluate proper controls have been established; control procedures are being performed properly and the necessary control evidence is available for management monitoring and audit purpose; and the quality and compliance of WBG against the Bank’s policies.
- Analyze business process, identify current process bottlenecks, issues and associated risks and exposures.
- Provide business process owners with recommendations aimed at improving internal controls, maximizing operational efficiency, streamlining business processes and mitigating any identified risks.
- Carry out independent investigations on irregular cases / reported incidents / operational errors and ad hoc assignments when required in relation to control breakdowns.
- Assist in the development of control measures, processes and procedures.
- Send early warning signals to management of Internal Control and/or WBG. Make recommendations to facilitate relevant parties to take necessary actions to mitigate potential risks and improve process efficiencies and effectiveness.
- Monitor WBG’s progress of implementation of solutions recommended by internal audit for risk control.
- Play a pivotal role in the co-ordination & control, compliance & follow-up of pan-WBG audit issues and control assessments. Assist in identification and evaluation of adequacy and effectiveness of corrective and/or preventive actions taken where necessary.
- Raise and maintain compliance awareness among WBG staffs by providing them with relevant information, publications and training on audit matters to ensure they understand their roles in the control system, their activities related to others and their accountability for the activities they conduct.
- Identify and develop associate training materials / sessions to enhance risk awareness and improve the compliance and control culture of WBG.
- Assist to oversight Overseas WBD in IRS reporting, RCSA review and KRI review.
- Maintain WBG’s operational risk control database and Intranet to ensure proper keeping of control related data.
Requirements
- Degree holder in Business Administration / Accounting / Finance or related disciplines.
- Minimum 6-8 years and above experience in the Banking industry with good exposure to product, process, audit, risk management & control.
- Preferably with experience in business performance management, operational risk management, process automation & operations reengineering, products and services management and E-banking.
- Possess the qualification of Certified Operational Risk Management Professional (CORP) preferred
- Familiar with banking operations / services requirement, operational processes and procedures and regulatory requirements in Hong Kong.
