About The Role

JOB SUMMARY

  • Under the direction of the SCRESA Board of Directors, the Executive Director is responsible for the overall
  • implementation, development, and ongoing operation of the Agency, including its personnel, programs, budget, and
  • services. As the founding Executive Director, this individual will stand up the Agency's infrastructure, establish its
  • service offerings, and build its standing as a trusted partner to charter schools, the Utah State Charter School Board
  • (SCSB), and the Utah State Board of Education (USBE). The Executive Director is a 12-month, full-time position.

  • $95,000 - $125,000

BASIC REQUIREMENTS (EDUCATION & EXPERIENCE)

  • Administrative license certification, or eligible to receive Utah administrative license certification
  • Experience with program start-up, or direct experience managing a Resource Center preferred.

the federal, state, and local level, with the ability to work effectively with elected officials and the SCSB

  • An entrepreneurial mindset suited to launching and growing a new agency, including comfort operating

without established precedent

  • A strong work ethic and willingness to devote the time necessary to build the Agency

DUTIES AND RESPONSIBILITIES

Will include, but are not limited to

  • Lead the implementation and development of SCRESA as a newly formed statewide RESA serving charter

schools, including establishing operating structures, policies, and initial staffing

  • Provide overall supervision and responsibility for the management, planning, and business functions of the

Agency

  • Attend all meetings of the Board and be responsible for the maintenance of an accurate record of its

proceedings

  • Serve as custodian of Agency funds, and be responsible and accountable for all money received and disbursed
  • Countersign with the Board Chair all Agency payments and other legal documents approved by the Board
  • Prepare and submit to the Board each month a written report of the Agency's receipts and expenditures
  • Prepare the Board's meeting schedule and agendas in coordination with the Board Chair
  • Prepare and submit to the Board a detailed annual statement of revenue and expenditures, including beginning

and ending fund balances

  • Prepare and submit an annual report, including budget documents and fiscal reports required by law, to the

Utah State Board of Education

  • Participate in presentations to the SCSB, USBE, and State Legislature as required and requested
  • Work closely with the Agency's fiscal agent and coordinate with independent and state auditors on required

audits

  • Develop and coordinate statewide programs and services for member charter schools, which may include
  • purchasing cooperatives, professional learning opportunities, educator licensing support, compliance
  • assistance, and shared administrative services
  • Establish and maintain productive relationships with state legislators, the SCSB, USBE, and the existing

regional RESAs

  • Work closely with lawmakers to advance policy that benefits charter schools and their students
  • Represent SCRESA and its member charter schools in state-level meetings, coalitions, and associations

relevant to charter education

  • Oversee Agency personnel, departments, marketing/communications, and purchasing
  • Perform other duties as assigned by the Board
  • Work with the Board to develop the full scope of services provided, develop and establish those service

relationships, and create Interlocal Agreements with participating charters.

ABOUT SCRESA

  • The Utah State Legislature approved $500,000 in funding to establish the State Charter Regional Educational
  • Service Agency, creating a shared resource center dedicated to charter schools that mirrors the regional RESAs
  • already serving Utah's school districts statewide. SCRESA is intended to provide charter schools the same kind of
  • equitable, cost-effective, pooled services and programs that districts receive through Utah's existing Regional
  • Education Service Agencies.
