BACKGROUND

The Yakutat Tlingit Tribe (YTT) is seeking a qualified consulting firm to provide professional civil engineering, environmental services, engineering services, and technical support services through an Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC).

YTT administers a diverse portfolio of programs and projects throughout the City and Borough of Yakutat, including environmental restoration, transportation infrastructure, aquatic organism passage (AOP) culverts, fisheries, community facilities, environmental resilience, and natural resource management. These efforts are funded through a combination of Tribal, Federal, State, and grant funding sources and frequently require specialized professional services.

YTT also administers programs including the Tribal Transportation Program (TTP), the Native American Lands Environmental Mitigation Program (NALEMP), the Environmental Protection Agency Tribal Response Program (EPA TRP), fisheries restoration initiatives, and other Environmental Protection Agency (EPA) and community development efforts.

The Yakutat Tlingit Tribe is deeply committed to keeping the traditional ancestral lands of the Five Chiefs pristine, thriving, and abundant. Our elders have long called these lands our refrigerator, and have taught us that we must care for the land in order for the land to care for us. Environmental stewardship is not simply a regulatory obligation for YTT — it is central to preserving Haa Shaagoon, Our Way of Life, for current and future generations.

YTT has over twenty years of proven performance under federal Cooperative Agreements with the Department of Defense through NALEMP, and continuous EPA TRP funding, completing WWII-era remediation, fuel tank removals, brownfield assessments, and long-term environmental cleanup. Combined with the Tribal Transportation Program's 113 routes requiring ongoing safety, culvert, bridge, right-of-way, and infrastructure improvements, YTT's expanding responsibilities demand fast, reliable access to technical, engineering, and environmental support — especially within Alaska's short work seasons. Establishing this IDIQ ensures uninterrupted delivery of essential services, strengthens program capacity, and supports YTT's EPA, fisheries, monitoring, stewardship, and Realty programs by enabling timely, compliant, and coordinated project execution across Tribal lands.

YTT anticipates continued investment in transportation improvements, aquatic organism passage projects, watershed restoration, environmental remediation, climate adaptation, bridge development, and transportation safety.

The selected consultant(s) shall work closely with multiple programs — the Tribal Transportation Program, the Native American Lands Environmental Mitigation Program, the Environmental Protection Agency Tribal Response Program, the Environmental Protection Agency, fisheries programs, and environmental monitoring — to advance strategic planning, funding development, permitting, design, construction, and implementation of these projects.

The resulting contract shall have a base term of three (3) years, with an option for a two-year extension. During this period, YTT intends to issue individual task orders for services as project needs arise and funding becomes available. Task orders will be issued as either lump sum or time and expenses as appropriate to each scope of work – the selected firm will prepare open book estimates for task order proposals using provided rate sheets and proposed overhead and profit markup rates as established through this proposal.

YTT seeks a qualified consultant team to perform engineering, environmental, civil engineering, and associated services for a three-year period.

In addition to the scope of services above, YTT may elect to issue additional task orders for projects and services not otherwise listed. The selected engineering firm or firms must be able to provide the following types of services under this SATOC:

Initial Planned Task Orders

• Kulixelcan River Culvert Replacements

• Funded by: FHWA National Culvert Replacement and Restoration Grant Program
• Term: September 2026 – December 2029
• Estimated Cost Range: $250,000 - $750,00

• Task 1 Develop Engineering design and replacement for two culverts
• Provide field services including assessments of current conditions, fish habitat, wetlands, topography, bathymetry, and archaeology. Provide surveying, permitting, environmental compliance, and engineering designs for replacement of two culverts to restore AOP. A design package including engineering plans, drawings, and specifications will be developed for each culvert replacement. The design package will be submitted for review at 30, 70, and 100-percent complete.
• Task 2: Conduct technical oversight of construction and installation of three culverts
• Provide field observation, oversight, and technical support during construction and installation of three new culverts to restore AOP. Prepare construction completion reports for each culvert replacement
• Task 3: Conduct project management, coordination, and communication for coordination of design and construction
• Collaborate with the Tribal Transportation Director and YTT to manage and coordinate project activities. Participate in regular project meetings to coordinate activities and address current issues and needs. Support communications and coordination with federal agencies, state agencies, and non-profit entities including U.S. Forest Service (USFS), U.S. Fish and Wildlife Service (USFWS), Alaska Department of Fish and Game (ADF&G) as required to efficiently and effectively complete the project.
• Ankau Culvert Replacements
• Funded by: FHWA National Culvert Replacement and Restoration Grant Program
• Term: September 2026 – December 2029
• Estimated Cost Range: $250,000 - $750,00
• Task 1 – Conduct project management, coordination, and communication.
• Task 2 – Develop and implement a culvert assessment plan.
• Task 3 – Develop a Strategic Plan and conduct stakeholder outreach and engagement.
• Task 4 – Develop engineering designs and obtain permits for replacement of five culverts.
• Task 5 – Conduct technical oversight of construction and completion of culvert installations.
• Task 6 – Conduct performance monitoring of new culverts.

Additional future task orders may include the following

PROPOSAL REQUIREMENTS

Written proposals to provide the required services shall consist of

• A PDF written proposal (8 pages)

Proposals must consist of the following information, in the order indicated below

• Cover letter from the firm principal or responsible professional
• Firm(s) qualifications and experience delivering the types of projects and services described above
• Should include client name, date completed, and size of project or contract ($)

• Resumes may be provided as attachments

EVALUATION CRITERIA

Proposals should identify the membership and extent of the proposed team by addressing all requested capacities, capabilities, and experience, with specific focus on the following:

• Rural Southeast Alaska Experience
• Engineering
• Civil Engineering
• Environmental Services
• Other Technical Services

Proposals will be reviewed, evaluated, and scored according to the following criteria

• Native-owned or Tribally-owned business status (15%)
• Qualifications and experience of the proposed team and key personnel (25%)
• Demonstrated experience of the proposed team in successfully delivering similar projects, including federally funded projects (20%)
• Knowledge of environmental conditions and challenges in the Yakutat region (15%)
• Experience working with Indian Tribes and Alaska Native Villages, and demonstrated success in supporting Tribes to build internal capacity and capabilities to deliver similar projects and develop their programs (15%)
• Completeness and responsiveness of the proposal (10%)

PROPOSAL SUBMITTALS

All vendors shall receive an email response confirming their registration.

Any questions concerning this proposal shall be submitted in writing over email to [email hidden] and [email hidden] . All responses to submitted questions, and any changes or modifications to this solicitation, will be provided in writing to all registered vendors. All proposals submitted shall include a statement confirming the proposer has read and accepts all question responses and modifications made to this solicitation.

REQUIRED REVIEW — PROTESTS PRIOR TO AWARD

Offerors must carefully review the RFP for defects and questionable or objectionable material. Such defects must be reported to YTT in writing and received at least seven days prior to the deadline for receipt of proposals. This will allow sufficient time for YTT to issue an addendum, if warranted, and will help prevent the evaluation of proposals based on a defective RFP. Protests based on an omission, error, or the content of the RFP will be disallowed if notice of the defect is not made as set out above.

ADDENDA TO THE RFP

Addenda to this Request for Proposals may be issued at YTT's option. An interested offeror, however, may request modifications to the scope, specifications, or administrative requirements. Final acceptance or denial of the request is the decision of YTT. Failure of YTT to respond in writing to a request for an addendum to the RFP shall be considered a rejection of the request. All addenda will be in writing and issued to all persons known to have received a copy of this RFP.

CORRECTION, MODIFICATION, OR WITHDRAWAL OF PROPOSALS

A proposal may be corrected, modified, or withdrawn by written request from an authorized agent of the offeror to the contact person, before the time and date set for receipt of proposals. After proposals are opened, modifications may be allowed prior to completion of the evaluation process if the Evaluation Committee determines that it is in the best interest of YTT to solicit modifications for best and final offers.

AUTHORIZED SIGNATURE

Proposals must be signed by an individual authorized to bind the offeror to its provisions. The proposal must remain valid for at least sixty (60) days from the proposal receipt deadline. In responding to this RFP, the individual signing the response is certifying, under penalty of perjury, that the price submitted was independently arrived at without collusion.

OFFEROR’S CERTIFICATION

By signature on their proposal, offerors certify that they are complying with: 1) the laws of the State of Alaska; 2) the applicable portion of the Federal Civil Rights Act of 1964; 3) the Equal Employment Opportunity Act, the Americans with Disabilities Act (ADA), and the regulations issued thereunder by the federal government; and 4) all terms and conditions set out in this RFP. If any offeror fails to comply with items 1 through 4 of this paragraph, YTT reserves the right to disregard the proposal, terminate the contract, or consider the contractor in default.

All offerors are required to hold a valid Alaska business license, and the necessary applicable professional licenses required by Alaska Statute. SUBCONTRACTS

Offerors may subcontract portions of the project tasks. Offerors are required to submit the names and addresses of all subcontractors, and the type and percentage of work they will be providing.

The successful contractor must supply proof of appropriate subcontractors' Alaska business licenses, and the necessary applicable business licenses for those businesses that will be doing work inside Alaska, within a reasonable time after the Notice of Intent to Award is issued.

RIGHT OF REJECTION

Offerors must comply with all terms of the RFP and with all applicable local, state, and federal laws, codes, and regulations.

YTT may reject any proposal that does not comply with all material and substantial terms, conditions, and performance requirements of the RFP.

Minor informalities — that do not affect responsiveness; that are merely a matter of form or format; that do not change the relative standing or otherwise prejudice other offers; that do not change the meaning or scope of the RFP; that are trivial, negligible, or immaterial in nature; that do not reflect a material change in the work; or that do not constitute a substantial reservation against a requirement or provision — may be waived by YTT.

CONTRACT NEGOTIATIONS

Upon completion of the evaluation process, contract negotiations will commence.

FAILURE TO NEGOTIATE

If the selected offeror fails to provide the necessary information for negotiations in a timely manner, negotiate in good faith, or perform a substantial portion of the contract within the amount of budgeted funds available for the project, YTT may terminate negotiations and negotiate with the next highest-ranked contractor, or terminate the award of the contract.

NOTICE OF INTENT TO AWARD

After completion of the evaluation process and contractor negotiations, YTT will issue a Notice of Intent to Award.
