POSITION DESCRIPTION: Business Specialist
Location: Quantico, VA and Pentagon
Status: Contingent Hire_Full-Time_Hybrid
Clearance: Active Secret Clearance Required
MUST HAVE: Proven Experience supporting Department of Defense’ financial management and Fiscal Coordination
Position Summary
The Business Specialist provides mid-level business, financial, and analytical support to Department of Defense and Marine Corps organizations. The position supports Program Objective Memorandum (POM) formulation, financial exhibit development, budget execution tracking, financial analysis, and resource planning.
The Business Specialist applies analytical methodologies, conducts research, analyzes financial and program data, and develops reports, metrics, and recommendations to support resource allocation and Government decision-making.
Required Qualifications
- U.S. Citizen with an Active Secret security clearance and ability to obtain a CAC card. Valid U.S. passport required.
- 5 years of experience providing business, financial, budget, program, or analytical support to Government personnel.
- 5 years of experience supporting budget formulation, execution, financial analysis, or resource management and Fiscal Coordination activities.
- Ability to collect, organize, analyze, and interpret financial and program data.
- Experience conducting research and developing analyses, reports, metrics, and recommendations.
- Ability to perform cost, benefit, trend, variance, or other quantitative and qualitative analyses.
- Strong analytical, organizational, problem-solving, and communication skills.
- Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, and SharePoint .
- Ability to manage multiple financial actions, data requirements, deadlines, and reporting requirements.
- Ability to work effectively with Government personnel, financial managers, program managers, and other stakeholders.
- Ability to travel as required.
Preferred Qualifications
- Associate degree in Business Management, Finance, Accounting, Economics, or a related field preferred.
- Previous experience supporting the Department of Defense, Department of the Navy, or U.S. Marine Corps .
- Experience supporting POM formulation, financial exhibits, budget execution, or Program Planning, Budgeting, and Execution (PPBE) activities.
- Familiarity with DoD financial management, programming, budgeting, and resource allocation processes.
- Experience developing financial dashboards, metrics, reports, or decision-support products.
Primary Duties
- Support POM formulation and development by collecting, organizing, validating, and analyzing program and financial data.
- Develop, update, review, and coordinate financial exhibits, budget documentation, and supporting justification materials .
- Track budget execution , obligations, expenditures, funding status, and other financial data to identify trends, variances, and potential issues.
- Conduct business, financial, cost-benefit, trend, and program analyses to support planning and resource decisions.
- Apply analytical methodologies to evaluate financial and program information and develop actionable recommendations.
- Research and compile data from multiple sources to support financial planning, programming, budgeting, and execution activities.
- Develop and maintain metrics, spreadsheets, reports, dashboards, and other management tools to track program and financial performance.
- Analyze financial and program data to identify trends, risks, shortfalls, and opportunities for improved resource utilization.
- Prepare briefings, reports, analyses, and other decision-support products for Government leadership.
- Coordinate with Government financial managers, program personnel, and other stakeholders to validate data and support timely completion of financial requirements.
- Maintain accurate financial records, supporting documentation, data files, and analytical products.
- Support other business, financial, budget, research, and analytical requirements as assigned.
