Role Overview
El-Seif Engineering is seeking an Operation Manager based in Riyadh, Saudi Arabia to oversee the execution of construction and engineering projects. This role ensures that operational activities align with the company's strategic goals and compliance standards. The incumbent will manage resources, site logistics, and HSE protocols to deliver high-quality outcomes for clients. The position requires a disciplined leader who can navigate the complexities of large-scale construction environments.
The Operation Manager will report directly to the Chief of Engineering and will play a key role in optimizing site productivity and cost efficiency. This position drives operational excellence by coordinating between engineering, procurement, and field teams. The incumbent ensures that all projects meet El-Seif Engineering's standards for safety, quality, and timeliness.
Key Responsibilities
The Operation Manager will be responsible for the following key areas of operational leadership.
Operational Strategy Execution
The role translates project plans into actionable daily operational schedules to ensure consistent progress. It aligns site activities with the master timeline to prevent delays and maintain workflow continuity.
HSE Compliance Oversight
The position enforces strict adherence to Health, Safety, and Environment regulations across all sites. It conducts regular audits to identify hazards and ensures immediate corrective actions are taken.
Resource Optimization
The role manages the allocation of labor, machinery, and materials to maximize efficiency. It coordinates with procurement to prevent supply chain disruptions and minimize idle time.
Quality Control Management
The position implements quality assurance protocols to verify that construction meets engineering specifications. It reviews inspection reports and addresses non-conformities before project handover.
Subcontractor Coordination
The role monitors subcontractor performance to ensure compliance with contractual obligations. It resolves operational conflicts and ensures that external teams adhere to site safety and quality standards.
Budget and Cost Control
The position tracks operational expenditures against the approved budget to prevent cost overruns. It analyzes variance reports and implements cost-saving measures without compromising quality.
Stakeholder Communication
The role facilitates clear communication between engineering, finance, and site teams. It provides regular updates to the Chief of Engineering on operational status and risk mitigation.
Regulatory Liaison
The position ensures that all site operations comply with local municipal and regulatory requirements. It manages interactions with authorities to secure necessary permits and approvals.

Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, or a related field is required.
- Minimum of 10 years of experience in construction operations with a focus on large-scale projects.
- At least 5 years of experience in a managerial role within the Saudi Arabian construction sector.
- Comprehensive knowledge of Saudi building codes, labor laws, and municipal regulations.
- Proven ability to manage budgets, resources, and multi-disciplinary teams effectively.
- Strong proficiency in interpreting engineering drawings and technical specifications.
- Fluency in both English and Arabic is mandatory for effective stakeholder management.
- Demonstrated commitment to maintaining high standards of health, safety, and quality.
Preferred / Nice-to-have
- Master's degree in Construction Management or Business Administration.
- PMP or PMI-SP certification is highly desirable.
- Experience with Integrated EPC project delivery models.
- Proficiency in Primavera P6 and ERP systems such as SAP or Oracle.
