Service New Brunswick (SNB) is seeking an individual with Scrum Master expertise to join the Technology Services Division in the Digital Solution Services unit. The Scrum Master will join a new Agile team being established to support a strategic approach based on a common framework for portable, verifiable, and user-controlled credentials.
Reporting to a Product Owner (PO), the Scrum Master acts as a servant leader and coach who helps the Agile team adhere to SAFe practices, eliminate impediments, and maintain a high-performing environment. They work closely with the Product Owner and the rest of the Agile Release Train (ART) to ensure smooth value delivery.
Your responsibilities will include but are not limited to
- Supports PI Planning : Assists the Agile team in calculating capacity, mapping dependencies, and identifying risks during quarterly Planning Interval (PI) Planning events. Helps draft the Agile team's PI objectives.
- Attends Scrum of Scrums/ART Sync : Represents their Agile team at regular Agile Release Train (ART) sync meetings. They use this forum to coordinate dependencies and escalate unresolved risks to the Release Train Engineer (RTE).
- Participates in Inspect and Adapt : Guides the Agile team through this ART-wide event to evaluate the large-scale solution progress. They help the Agile team identify systemic process improvements across the entire ART.
- Team Coaching : Educates the Agile team on SAFe principles, Scrum, Kanban, and built-In quality practices. Empowers the Agile team to self-organize and take ownership of their commitments.
- Removes Impediments: Actively identifies and clears internal and external blockers that slow down the Agile team’s progress. Escalates issues outside the Agile team’s control to management or the RTE.
- Protects Team Focus : Shields the team from outside distractions, disruptive context-switching, and uncontrolled scope changes. This allows developers to maintain a steady and productive workflow.
- Optimizes Flow : Uses visual management tools like Kanban boards to analyze work-in-progress (WIP) limits and bottlenecks. Utilizes SAFe metrics to improve the Agile team's delivery velocity and predictability.
- Partners with the PO : Helps the PO maintain a healthy and prioritized team backlog that meets the Definition of Ready (DoR) to ensure work is not pulled before it is actionable Ensures the team maintains a balance between user value and technical enablers.
- Ensures Built-In Quality : Coaches the Agile team to uphold architectural runway standards and technical excellence. Reinforces adherence to the shared Definition of Done (DoD) for all deliverables.
- Facilitates Cross-Team Coordination : Proactively collaborates with other Scrum Masters on the ART to resolve overlapping dependencies. This keeps the entire ART moving toward delivery goals with minimal friction.
- Promotes SAFe Core Values : Champions alignment, transparency, respect for people, and relentless improvement within their sphere of influence. Cultivates an environment where failure is treated as a learning opportunity.
- Experience within the public sector
- Experience with Enterprise Agile frameworks, including the Scaled Agile Framework (SAFe)
- Possession of a Scaled Agile Framework Scrum Master (SAFe SSM) certification. Note that incumbents without this certification must secure and maintain it as a condition of continued employment.
- Possession of a PMI Project Management Professional (PMP), PMI Agile Certified Practitioner (ACP), or PRINCE2 Practitioner certification. Alternately, certification from one of the recognized leaders in Scrum and Agile education is acceptable.
- Possession of a change management certification from one of the recognized leaders in change management.
- Experience presenting to senior management groups
- Experience facilitating groups
- Experience supporting transformation of organizations from traditional project-centric (i.e., waterfall) approaches to product-centric Agile and/or DevOps approaches.
- Experience with Azure DevOps Services
- Experience with Identity and Access Management (IAM) and Identity-as-a-Service (IDaaS) platforms, such as PingOne
- Experience with decentralized identity solutions and approaches utilizing Verifiable Credentials (VCs)
- Experience with SaaS applications
- Experience with Cloud applications
ESSENTIAL QUALIFICATIONS: A bachelor’s degree in a relevant discipline and a minimum of seven (7) years of related experience including five (5) as a Scrum Master or Senior Project Manager. Subject to the response to this competition, an equivalent combination of education, training and experience may be considered.
Written and spoken competence in English is required.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.
OPERATIONAL REQUIREMENTS: This position may require some travelling within the province therefore candidates must possess a valid New Brunswick driver’s license.
This position may require limited flexibility in working hours, with occasional weekday evening or weekend work.
Candidates will be required to undergo Criminal History Clearance prior to appointment.
