About The Role

The Human Resources Program Management Office (PMO), Project Manager role is responsible for establishing and ensuring project governance, efficiency and alignment with business objectives through standardized processes. This position has a broad scope across Human Resources; and responsible for leading the design, delivery and execution of PMO/Project Management tools, practices and methodology. The Project Manager serves as the projects “control tower” ensuring standardized delivery and approach of prioritized and planned HR initiatives across HR Operations, Systems and Service Delivery areas. These duties involve working together with the HR leadership and HR practice area teams to ensure streamlined delivery of major HR programs and initiatives.

Portfolio Management, Planning & Execution-50%

  • Prioritization: Assist in, supports and evaluates proposed HR projects against organizational objectives, resource capacity and timing in close coordination with Director, HR Systems and HR partners.
  • Road mapping: Maintains the multi-year HR road map with guidance and direction from Director, HR Systems and VP, HR Operations leadership.
  • Applies working knowledge and experience of PMO and project management methodologies, tools and frameworks, including concepts around enabling technology and processes.
  • Defines project charters, objectives, deliverables and boundaries with HR leaders and teams.
  • Develops detailed work breakdown structures (WBS).
  • Program Tracking: Measures project outcomes against anticipated organizational objectives and key HR and business metrics.
  • Represents HR Operations & HRIS, partnering with all HR practice areas, Information Systems and other functions as necessary regarding projects and project prioritization.

Leadership & Accountability-25%

  • Establishes an environment of accountability with individuals and teams through the use of standard PMO processes and strong organizational leadership skills.
  • Adapts to a dynamic environment, rallies staff and teams to accomplish pressing priorities.
  • Drives accountability on project teams, setting expectations related to team resource allocation, critical objectives and individual’s role on project.

Communications, Collaboration & Engagement-25%

  • Facilitates clear communications of critical PMO-focused project status across cross-functional teams
  • Operates with a continuous improvement mindset.
  • Partners closely with the HRIS Team Lead on project prioritization, solution design, and delivery of HRIS roadmap initiatives.
  • Engages with HR, Finance, IT, and operational stakeholders to gather requirements, translate them into technical designs, and validate solutions.
  • Supports the HRIS team in learning and adopting PMO and project management methods that become the standard for managing work and establishing projects.
  • Represents HRIS in cross-functional meetings, project work streams, and technology governance forums where relevant to project-base work.

Education and/or Experience Required

  • Education:
  • Bachelor’s Degree in any of the following areas: Information Technology, Engineering, Computer Science, Project Management, or a related field.
  • Experience:
  • 7+ years of hands-on experience, including at least two full lifecycle implementations of technical or non-technical deployments or business transformations.
  • Demonstrated experience with Jira, Agile/Scrum delivery and standard project management methodologies
  • Cross-functional, enterprise experience and understanding of business process touch-points related to people, process and technology.

Education and/or Experience Preferred

  • Education:
  • Equivalent combination of education and relevant experience may substitute for degree requirements along with Project Management Institute Certification.
  • Experience:
  • Healthcare or Higher Education experience.
  • Direct experience leading transformation and/or technology implementations or software migrations (e.g., Workday, Oracle Fusion).
  • Experience with supplemental BI/analytics platforms (Power BI, Tableau, Qlik) as a complement to reporting skills.

License and/or Certification Required

  • Certified Scrum Master (CSM®).

License and/or Certification Preferred

  • Professional certifications such as PMP, CAPM, SHRM-CP, or SHRM-SCP.

  • Artificial Intelligence (AI) tools for collaboration, analysis, modeling, e.g., Claude, Chat GPT, Gemini.
