About The Role
The Reproductive Health Officer (RH Officer) will serve as the district focal person for the Audacious Project in Lahore & Gujranwala. The position will coordinate and implement all assigned Health Systems activities, including mapping, selection of private health care facilities (MHs) as per selection criteria, baseline assessments, 3-day WCPAC ,ToTs, provider and cascade trainings, post-training Clinical Competency follow-up, facility strengthening, SPR visits, data collection and timely reporting. The RH Officer will work closely with the Program Team, CSO partners and relevant Ipas teams and maintain effective coordination with DoH, private maternity homes, other private facilities, pharmacies where required, Ipas trainers and relevant authorities.
Introduction
Ipas Pakistan is an international non-governmental organization that supports government and development partners to reduce maternal mortality and morbidity and strengthen equitable, high-quality reproductive health services. Ipas collaborates with provincial and district governments to strengthen public and private health systems, provider competencies, quality of care, referrals, data use and the enabling environment for sexual and reproductive health and rights.
Job Description
Primary Responsibilities
- Coordination
- Collaborate with the Ipas Health Systems team to develop and implement district field activity plans for Lahore & Gujranwala .
- Maintain regular coordination with provincial and district Department of Health (DoH), district health management, district population welfare offices, facility managers and other relevant partners.
- Coordinate nominations, participant release, approvals, venues and logistics for baseline activities, WCPAC, ToTs, provider and cascade trainings, competency follow-up and review meetings.
- Share workplans, activity calendars, timely sharing of program progress and interventions and visit schedules with district stakeholders and the Ipas team in a timely manner.
- Attend and represent Ipas in all relevant provincial, district, technical, planning, coordination and review meetings; document decisions and follow up agreed actions.
- Identify implementation barriers, facilitate solutions with stakeholders and promptly escalate unresolved operational, clinical quality, safeguarding, security or compliance concerns.
- Technical Support
- Conduct or support baseline surveys, facility assessments, private & public providers mapping, training needs assessments and readiness assessments using approved project tools.
- Lead or support mapping of public facilities and private maternity homes and other private health facilities in Lahore & Gujranwala including verification of location, service profile, provider availability, referral linkages and readiness for participation.
- Conduct public & private facility assessments, facility baseline and provider baseline assessments using approved Audacious Project tools; ensure informed participation, completeness and secure handling of records.
- Work closely with the Program Team and selected CSO partners to coordinate integrated Health Systems (HS) and Community Engagement (CE) implementation plans, geographic coverage, facility linkages, referrals, timelines, and follow-up actions.
- Support implementation of the maternity home component along with selected public health facilities, including facility onboarding, provider capacity building, quality-improvement action planning, clinical competency follow-up, service-data review and coordination with relevant authorities and partners.
- Support and observe CE sessions led by the CSO team and community health workers (CHWs), using approved observation tools; provide constructive implementation feedback through the agreed CSO and Program Manager coordination mechanism.
- Facilitate linkages between CSO-led CE activities, mapped public & private facilities, referral/service points, and track agreed follow-up while maintaining appropriate confidentiality.
- Support the pharmacy component where required, including coordination, mapping or verification, training logistics, follow-up, referral linkages and documentation according to the approved workplan.
- Coordinate and support 3 & 5-day WCPAC, Training of Trainers (ToT), refresher sessions and cascade trainings, including preparation, facilitation, pre/post assessment, evaluation and documentation.
- Co-facilitate approved technical sessions with master trainers and Ipas technical staff, as assigned.
- Support training content and facility practices related to PAC, PAFP/FP, counselling, respectful care, youth-responsive and disability-inclusive services, referral pathways, infection prevention and data recording, according to the approved project package.
- Plan and conduct post-training follow-up of providers through regular Clinical Competency (CC) visits, supportive supervision, mentoring, virtual support and reassessment using approved checklists.
- Develop provider- and facility-level corrective action plans, track completion and coordinate additional coaching where required.
- Support facility action plans, quality-improvement processes, registers, logbooks, job aids, referral linkages, equipment and seed supplies provided through the project.
- Provide data-driven technical insights based on facility visits, CC findings and service data.
- Monitoring and Data Management
- Visit assigned facilities according to the approved schedule and monitor implementation of quality assurance and facility action plans.
- Maintain updated trackers for facilities, trained providers, master trainers, cascade trainings, CC status, mentoring, referrals, pending actions and deadlines.
- Track and support submission and review of Site Progress Reports (SPR) from participating private maternity homes and facilities, verify completeness against available source records and follow up discrepancies.
- Maintain integrated tracking for mapped private facilities, facility baseline, provider baseline, training, CC, CE observations, referrals, SPR, pharmacy support and pending corrective actions.
- Collect project, training, facility, provider, CC, referral and service-delivery data using approved formats.
- Check data for completeness, accuracy and consistency; resolve discrepancies with facilities before submission.
- Analyze provider and facility performance using standard Excel-based tools and share practical recommendations with the technical and program teams.
- Support endline evaluations, surveys, reviews and other monitoring activities implemented in the assigned districts.
- Reporting and Documentation
- Submit validated data to the Research, Monitoring and Evaluation team according to agreed deadlines.
- Prepare and submit timely training reports, field visit reports, meeting notes, activity reports, monthly progress reports and other required program documentation.
- Maintain complete electronic and hard copy means of verification, including approvals, attendance, assessments, evaluations, CC checklists, logbook extracts, action plans and authorized photographs.
- Document success stories, lessons learned, implementation challenges, adaptations, and recommendations.
- Follow approved templates, naming conventions, document-storage arrangements and confidentiality requirements.
- Other Responsibilities
- Coordinate closely with Health Systems, Program, Community Engagement, Research, Monitoring and Evaluation, Operations, Finance and Security colleagues for integrated implementation.
- Participate in internal work-planning, review and learning meetings and contribute field evidence for adaptive management and donor reporting.
- Comply with Ipas policies on safeguarding, confidentiality, respectful workplace conduct, travel, finance, procurement, data protection, security and compliance.
- Perform other relevant duties assigned by the supervisor, Head of Programs or Country Director.
Requirements
Education and Experience
- Lady Doctor, Lady Health Visitor, Midwife, Nurse registered with the relevant Pakistan regulatory body; an advanced qualification in public health or reproductive health is an advantage.
- Three to five years of relevant clinical or program experience in reproductive health, preferably including PAC, family planning, maternal health, quality improvement and provider capacity building.
- Relevant certified training in family planning and postabortion care, including familiarity with MVA and medical management, is preferred.
- Experience in competency-based training, supportive supervision, clinical competency assessment, mentoring, facility assessment, and action planning.
- Experience coordinating with government health authorities and facilities; familiarity with Punjab health authorities, private maternity homes, private providers, CSOs and community-based implementation is strongly preferred.
- Experience collecting, validating, analyzing and reporting program or service-delivery data.
- Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Zoom, other online meeting platforms, and routine electronic data systems.
- Fluency in spoken and written English and Urdu; Punjabi language skills and familiarity with the local context are preferred.
- Ability and willingness to undertake frequent travel across Lahore & Gujranwala and other assigned Punjab locations and other provinces locations when required.

Working Conditions
- Frequent health facilities and district travel are essential and may be up to 80% according to the activity calendar.
- Work outside normal hours may be required for training, travel or time-sensitive activities, in accordance with organizational policy.
- Travel and transport arrangements will follow the applicable contract and Ipas Pakistan travel policy.
