Job Description
We are seeking an experienced Senior Project Quality Specialist (Mechanical & Plumbing) to provide quality assurance, inspection, testing, and compliance oversight for mechanical, plumbing, firefighting, fire protection, and Fire and Life Safety (FLS) systems within a major Airport Infrastructure Development Project.
The successful candidate will ensure that works comply with approved designs, project specifications, international standards, quality management procedures, NFPA requirements, and client requirements.
The role provides technical quality oversight for complex airport facilities, utility infrastructure, and associated mechanical and plumbing systems through construction, testing, commissioning, and handover. Experience in welding inspection for carbon steel, ductile pipe, and HDPE piping systems will be advantageous.
What You'll Be Doing
- Support implementation of project quality requirements for mechanical, plumbing, firefighting, fire protection, and FLS systems.
- Review and monitor contractor compliance with approved Quality Management Plans, Inspection and Test Plans (ITPs), method statements, material submittals, shop drawings, and applicable NFPA requirements.
- Ensure installations comply with project specifications, approved designs, manufacturer recommendations, and applicable international codes and standards.
- Where applicable, review and witness welding and jointing inspection activities for carbon steel, ductile pipe, and HDPE piping, including HDPE fusion processes, procedures, operator qualifications, traceability, visual inspection, and test records.
- Conduct inspections and quality surveillance for HVAC systems, air handling units, chilled water systems, pumps, ventilation systems, mechanical plant rooms, and building services equipment.
- Monitor quality compliance for potable water, drainage, sewerage, stormwater, hot and cold-water distribution, pumps, water treatment, and sanitary systems.
- Conduct quality surveillance of firefighting and fire protection systems, including piping, pumps, valves, suppression systems, testing, commissioning, and FLS interfaces.
- Review and witness pressure testing, hydrostatic testing, flushing, cleaning, equipment testing, HVAC performance testing, balancing, commissioning, and associated records.
- Verify installation quality, alignment, supports, accessibility, materials, workmanship, and compliance with approved documentation.
- Monitor contractor and subcontractor quality performance, conduct site inspections and audits, identify quality risks, and verify corrective and preventive action closure.
- Review RFIs, technical submissions, inspection requests, material approvals, Non-Conformance Reports (NCRs), and related quality records.
- Coordinate with mechanical, plumbing, fire protection, civil, architectural, BIM, construction management, commissioning, and operational readiness teams.
- Support interface management between mechanical, plumbing, firefighting, structural, architectural, and airport operational requirements.
- Maintain inspection reports, testing records, material approvals, NCR logs, punch lists, commissioning documentation, and quality dossiers.
- Review as-built drawings, Operation and Maintenance manuals, testing and commissioning records, equipment certificates, and warranty documentation before handover.
- Support completion, operational readiness, and transition of completed systems into airport operations.
What Required Skills You'll Bring
- Bachelor's Degree in Mechanical Engineering or a related engineering discipline.
- Minimum 12 years of experience in quality assurance and quality control, with a strong focus on mechanical and plumbing systems.
- Proven experience on airport, commercial development, infrastructure, or large-scale building services projects.
- Strong experience in mechanical and plumbing inspection, testing, commissioning, and quality documentation.
- Experience in welding inspection for carbon steel and ductile pipe will be an advantage, and supported by TWI, CSWIP, or equivalent welding inspection certification.
- Experience with firefighting, fire protection, and FLS systems, including inspection, testing, commissioning, and compliance with applicable NFPA requirements.
- Experience working with main contractors, specialist subcontractors, consultants, client representatives, and Delivery Partner or PMC teams.
- Strong knowledge of HVAC, chilled water, plumbing networks, drainage systems, pumps, mechanical equipment, and testing and commissioning procedures.
- Knowledge of applicable international standards and codes, including ASHRAE, SMACNA, NFPA, IPC/UPC, and project-specific specifications.
- Experience with ITPs, method statements, inspection procedures, NCR management, quality audits, and handover documentation.
- Ability to read and interpret mechanical, plumbing, firefighting, and fire protection drawings and technical specifications.
- Strong analytical, reporting, problem-solving, communication, leadership and coordination skills.
What Desired Skills You'll Bring
- Certified Quality Auditor (CQA), ISO 9001 Lead Auditor, or equivalent certification.
- Welding inspection experience involving carbon steel, ductile pipe with TWI, CSWIP, or equivalent welding certification will be regarded as an advantage. Candidates without this experience will remain eligible for consideration.
- Experience delivering mechanical, plumbing, firefighting, fire protection, and FLS systems for international airport projects.
- Knowledge of ICAO airport facility requirements, aviation operational standards, and applicable NFPA requirements.
- Experience with FIDIC or similar international contract frameworks and Design-Build, EPC, PMC, or Delivery Partner delivery models.
- Familiarity with BIM coordination, digital quality management systems, testing, commissioning, and operational readiness programs.
