Role Summary

The Manager, Digital & OCE for Cardiometabolic Health owns the integrated OCE strategy for the Cardiometabolic portfolio in Colombia and delivers it through the organization rather than around it. The role converts brand, medical and access priorities into one integrated engagement strategy, secures alignment and commitment from Brand Managers, Medical and Market Access, and steers the analysts, operations teams, agencies and platform owners who bring it to life.

The role operates within the frameworks set by ICH and IBU and is accountable for how Colombia interprets, localizes and wins with them for the Cardiometabolic portfolio. ICH sets the unified performance standard, the Deep Digital House blueprint and the shared KPI definitions; this role owns the local strategy, the cross-functional alignment and the business results delivered against that standard. It is the affiliate’s primary counterpart to the ICH Digital & OCE Lead and Colombia’s representative in the ambassador model cadence.

The defining feature of the role is strategic ownership with cross-functional reach. There are no direct reports, but the role leads the portfolio’s omnichannel agenda: convening the forums where trade-offs are made, recommending where investment and channel effort should go, and bringing ICH, IBU and Global capabilities and funding into the affiliate. The role stays close enough to delivery to unblock it, but is accountable for strategy, alignment and business impact — not for the day-to-day operation.

Basic Requirements

  • Education — Bachelor’s degree in Marketing, Digital Media, Business, Communications, Engineering or related field; postgraduate qualification preferred.
  • Experience — 5+ years of commercial business experience across sales, marketing, digital or medical within the pharma or broader healthcare industry, including demonstrated experience in omnichannel or digital customer engagement.
  • Strategic track record — Evidence of setting strategy or direction, not only executing plans, and of leading cross-functional initiatives to a business outcome. Formal people-management experience is not required.
  • Technical fluency — Experience with Veeva CRM, Salesforce Marketing Cloud, and/or Adobe Experience Manager; content operations and approvals (PromoMats); strong analytics skills and experience with performance dashboards.
  • Regulatory awareness — Understanding of regulatory, privacy and promotional frameworks for digital pharmaceutical content in Colombia and internationally; ability to adapt strategy to different maturity levels and market realities.
  • Ways of working — Proven ability to influence senior stakeholders and operate in a global matrix organization across affiliate, ICH, IBU and Global.
  • Languages — English business level required; Spanish required.

Key Responsibilities

Integrated Engagement Strategy for the Cardiometabolic Portfolio

  • Define the annual and multi-year Digital & OCE strategy for Cardiometabolic Health in Colombia — engagement model, customer segments, channel architecture, content strategy and investment logic — fully integrated into the brand plans and the affiliate business plan.
  • Own the local customer journey design for the portfolio within the ICH integrated journey architecture, sequencing brand, scientific, field medical and outcomes touchpoints into one coherent HCP experience rather than parallel brand campaigns.
  • Ensure commercial and medical engagement operate as a single integrated model in Colombia, with no commercial/medical split.

Cross-Functional Leadership & Local Governance

  • Act as the single point of accountability for Digital & OCE across the Cardiometabolic portfolio in Colombia.
  • Convene and chair the local OCE governance rhythm with Commercial, Medical Affairs, Market Access, Patient Solutions, Marketing Operations and the Center of Excellence — driving decisions, resolving trade-offs and holding the plan together across brands.
  • Serve as the connective tissue between Brand Managers, Clinical Research Physicians, field leadership and the ICH Digital & OCE governance model, translating strategic direction into executable cross-functional plans.

Deep Digital House Adoption in Colombia

  • Lead the adoption and localization of the Deep Digital House blueprint across the Cardiometabolic portfolio, adapting global and ICH frameworks to Colombian market reality without diverging from the standard.
  • Partner with medical colleagues and field medical teams to embed digital-first engagement practices into Medical Affairs execution and scientific communication channels.
  • Apply the ICH Digital Readiness Acceleration Framework to close capability gaps in the portfolio, prioritizing interventions that do not depend on centrally-funded programs.

ICH, IBU & Global Connection

  • Represent Colombia and the Cardiometabolic portfolio in ICH, IBU and Global omnichannel forums, and act as Colombia’s participant in the ambassador model cadence and quarterly ICH capability reviews.
  • Bring affiliate insight, pilots and results back into the network so Colombia contributes to — and benefits from — hub-level learning and benchmarking.
  • Secure the capabilities, platforms, funding and coaching support Colombia needs from ICH, IBU and Global, and escalate barriers that require above-country resolution.

Investment & Channel-Mix Decisions

  • Recommend how Digital & OCE investment and channel effort are allocated across brands, customer segments and journeys.
  • Build the business cases, model expected return and defend the choices with data in brand plan reviews and affiliate leadership forums.

Capability Building & Adoption

  • Raise omnichannel maturity across the Cardiometabolic organization in Colombia, coaching Brand Managers, medical colleagues and field leadership on omnichannel ways of working.
  • Drive genuine adoption of the engagement model in the field — measured by usage and behaviour change, not by training completion.

Innovation Agenda

  • Set and drive the local innovation agenda for customer engagement — new channels, automation, AI-enabled personalization and next-best-engagement/action — piloting deliberately, measuring honestly and scaling what works into the ICH network.

Governance, Data & Compliance

  • Ensure every engagement meets Lilly standards and Colombian regulation on data privacy, consent, promotional review and content governance (PromoMats), in partnership with Ethics & Compliance, Legal, Regulatory and Privacy.

Delivery Model

This role delivers through the organization: the OCE Analyst, Marketing Operations, the Center of Excellence, agencies and vendors execute against the priorities, standards and timelines it sets. The role is accountable for outcomes and is expected to step into the detail when doing so is what keeps the strategy on track.
