Role Purpose

The Facilities Technician executes day-to-day handyman tasks and provides critical floor-level supervision for third-party vendors within a regulated Good Manufacturing Practice (GMP) pharmaceutical facility. During the current greenfield site handover period, this role acts as the eyes and ears on the ground, actively identifying, recording, and reporting snag list items to the Assistant Facilities Manager (AFM). Additionally, the technician serves as a core safety compliance enforcer, ensuring all on-site vendors complete mandatory safety briefings before starting work.

Key Responsibilities

  1. Vendor Safety Compliance & Documentation
  • Toolbox Meetings: Actively enforce safety compliance by ensuring that all incoming vendors and contractors conduct their mandatory Toolbox Meetings prior to commencing any work on the floor.
  • Document Control: Verify that vendor Toolbox sheets are signed by all workers, collect a physical or digital copy immediately, and systematically file them for audit readiness.
  • Permit & Safety Checks: Ensure all visiting vendors possess valid permits to work (PTW), execute Safe Work Procedures (SWPs), and strictly follow local workplace safety guidelines (WSHA/MOM).
  1. Greenfield Handover & Snag List Management
  • Snagging Operations: Actively perform comprehensive site inspections during the greenfield handover period to catch defects, structural issues, or installation flaws.
  • Defect Recording: Maintain a meticulous, clear, and accurate snag list tracker, capturing details of all issues across the manufacturing, cleanroom, and office spaces.
  • Escalation & Reporting: Provide real-time reporting on the status of the snag list to the AFM, ensuring critical operational hurdles are flagged early.
  1. Vendor Hosting & Supervision
  • Vendor Escort & Hosting: Act as the main site host and point of contact for all external service providers, contractors, and specialized equipment vendors.
  • Quality Supervision: Supervise vendor performance during preventive or corrective maintenance tasks to ensure the work is completed cleanly and satisfactorily.
  1. Handyman & Maintenance Execution
  • First-line Maintenance: Carry out routine, ad-hoc handyman repairs, including minor plumbing, basic electrical troubleshooting, patch painting, door hardware fixes, and adjustments to floor fixtures.
  • Operational Checks: Conduct daily inspections of facility infrastructure—specifically tracking crucial site integrity items like door seals , drain meshing , and general asset wear and tear.
  • Emergency Response: Participate actively as a key technical responder during facilities emergencies or site service disruptions.
  1. GMP Space Compliance & Housekeeping
  • Cleanroom Protocol: Maintain a safe and risk-free GMP environment by strictly following specialized cleanroom gowning, tool sanitization, and operational protocols.
  • Housekeeping: Ensure that technical workspaces, tool storage rooms, and plant floor zones are kept completely orderly, clean, and in compliant audit-ready status.

Job Requirements & Qualifications

  • Experience: Minimum 2–3 years of hands-on experience as a handyman or facilities technician, preferably on a greenfield site handover project or within a GMP pharmaceutical/biopharma facility .
  • Technical Skills: Proven capability in general mechanical, plumbing, and electrical repairs. Strong mechanical aptitude to spot asset defects during handover inspections.
  • Documentation & Administration: Ability to clearly document and explain defects in writing for the site snag list. Disciplined at tracking, gathering, and filing safety paperwork (Toolbox Talk logs).
  • Safety Awareness: Solid understanding of Singapore's Workplace Safety and Health Act (WSHA) guidelines and standard risk assessment (RA) protocols.
  • Attributes: Highly proactive, detail-oriented, and able to work collaboratively under the guidance of the AFM while maintaining a firm stance on vendor safety.
