The Capture Manager I supports CAE USA’s Defense and Security Military Training and Simulation business by leading capture activities for new business opportunities and recompetes. This role develops and executes capture strategies, builds and leads cross-functional capture teams, shapes customer and partner relationships, and coordinates resources required to improve CAE’s probability of win. The Capture Manager manages opportunities from the pursuit decision through proposal development and contract award, supporting the Lead-to-Award process in accordance with established procedures. The role ensures CAE’s responses are compelling, competitive, technically compliant, and aligned with customer requirements and business objectives.
Essential Duties and Responsibilities
- Leads capture activities for assigned new business opportunities and recompetes from pursuit decision through contract award.
- Develops, maintains, and executes comprehensive capture plans and win strategies aligned with customer requirements, competitive intelligence, and CAE business objectives.
- Builds and leads cross-functional capture teams responsible for developing technical solutions, competitive positioning, teaming, pricing, and proposal strategies.
- Coordinates with Business Development leaders to ensure an effective transition from opportunity identification and qualification into the capture phase.
- Partners with Proposal Development leaders to ensure a smooth transition from capture planning into proposal development and submission.
- Establishes and maintains relationships with prospective customers, industry partners, and other key stakeholders in coordination with Business Development.
- Identifies potential teaming and partnering opportunities and supports the development of appropriate partner strategies.
- Leads competitive assessments to evaluate market conditions and competitor strengths and weaknesses and improve CAE’s probability of win.
- Manages the Price-to-Win process and collaborates with estimators and other functional partners to develop a competitive and supportable pricing strategy.
- Develops and manages capture budgets, schedules, resources, infrastructure, and supporting plans required to execute assigned pursuits.
- Collaborates with engineering, training services, sales, business development, manufacturing, operations, contracts, finance, and other functional groups to develop solutions responsive to customer needs and market opportunities.
- Works with the Proposal Development team to ensure proposal content is compelling, accurate, complete, and compliant with solicitation requirements.
- Participates in proposal development activities, reviews, and other Lead-to-Award milestones as required.
- Collects and analyzes customer, technical, financial, schedule, competitive, and market information to support capture decisions and program development.
- Provides capture status, risks, resource requirements, and recommended actions to business leadership throughout the pursuit lifecycle.
Qualifications and Education Requirements
- Bachelor’s degree in Engineering, Business Administration, English, Communication, related field
- Two to five years experience as a capture manager
- Ability to successfully lead teams in a volatile and dynamic environment
- Ability to quickly learn, understand and breakdown complex, high-tech systems
- Ability to multi-task with minimal supervision and under pressure
- Result-oriented, innovative, and creative
- Good organizational skills and business acumen
- Ability to deal with ambiguity while remaining customer focused
- Excellent decision making and negotiation skills
- Must have excellent communication (including technical writing) and presentation skills
- Strong communications and interpersonal skills
- Must be proficient in Microsoft Office tools
- Ability to read, analyze, and interpret complex documents
- Ability to calculate figures and amounts, such as prices, commissions, and percentages, and to draw and interpret graphs
- Ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication
- Detail oriented, strong analytical and problem-solving capabilities
Preferred Skills
Relevant experience in one or more of the following customer, mission, or capability areas is preferred. Specific expertise will be determined by the business development portfolio supported by the position.
Security Responsibilities
Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
- Incumbent must be eligible for DoD Personal Security Clearance.
Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
Work Environment
- Duties performed in an office environment and manufacturing facility.
- Must be able to work overtime on and off-shifts as required.
- The employee is on call 24x7 for the resolution of problems and issues.

- Frequent Minimal physical effort such as sitting, standing and walking.
- Shifts and/or schedules may change throughout the year as dictated by management and business needs

- May require repetitive motions of the hands and wrist related to writing and typing at an electronic keyboard
- Extended working hours may be required as dictated by management and business needs
