About The Role

Develops and maintains the IT architecture framework for Dallas County. Ensures alignment between business objectives, IT infrastructure, and applications while promoting best practices in security, scalability, and interoperability. Works closely with Solution Architects, IT leadership, and cross-functional teams to define and govern enterprise-wide technology standards and policies. Leads enterprise-wide architecture initiatives, ensuring technology alignment with County-wide objectives. Takes on more strategic responsibilities, focusing on cross-functional alignment, large-scale solution design, and governance enforcement.

Develops and implements enterprise-wide IT architecture strategies to enhance service efficiency and scalability. Ensures technology solutions align with County-wide digital transformation goals. Defines and enforces best practices for solution scalability, security, and performance. Oversees system modernization, cloud adoption, and infrastructure optimization efforts. Collaborates with IT leadership to align enterprise architecture with business priorities. Manages the evaluation and selection of enterprise platforms and technologies. Develops and maintains enterprise-wide technology roadmaps to drive long-term IT planning. Ensures high availability, resilience, and redundancy of IT solutions and services. Leads architecture governance efforts, ensuring adherence to security, compliance, and industry best practices. Provides expert guidance on optimizing IT infrastructure, applications, and data models. Leads enterprise-wide initiatives to improve IT service efficiency and reliability. Develops and oversees IT governance frameworks, ensuring consistency and compliance across all systems. Defines and implements performance monitoring strategies to track architecture effectiveness. Ensures IT operations align with regulatory and security compliance requirements. Establishes processes for business continuity, disaster recovery, and IT risk mitigation. Drives automation strategies to enhance IT efficiency, reduce operational costs, and improve reliability. Works closely with infrastructure and application teams to streamline system performance and scalability. Leads efforts to improve cross-platform integration and interoperability. Identifies and mitigates technology risks, ensuring IT investments support County goals. Optimizes IT asset utilization to reduce costs and improve service capabilities. Defines and leads large-scale enterprise architecture initiatives to standardize IT solutions. Ensures interoperability between applications, data platforms, and cloud environments. Oversees the design and execution of technology modernization and cloud migration strategies. Collaborates with engineering teams to develop reusable frameworks and solution blueprints. Leads architecture review boards to assess and validate technology decisions. Defines enterprise data models, API management strategies, and integration standards. Evaluates emerging technologies to drive innovation and IT transformation. Establishes guidelines for scalable, secure, and high-performing IT solutions. Works with IT teams to ensure architecture designs align with business objectives. Develops and enforces enterprise-wide standardization of infrastructure and applications. Establishes enterprise-wide metrics and KPIs to measure IT architecture effectiveness. Implements processes to continuously evaluate and optimize technology landscapes. Conducts architecture assessments and audits to identify performance gaps and opportunities. Improves IT service delivery through automation, efficiency strategies, and AI-driven insights. Fosters a culture of continuous learning and adaptation to new technologies. Identifies opportunities to reduce IT costs while improving service quality. Develops and executes technology roadmaps for long-term sustainability. Conducts market research on emerging trends, frameworks, and best practices. Implements architecture compliance reviews to ensure IT integrity. Optimizes IT lifecycle management, ensuring systems remain modern, secure, and scalable. Leads and mentors Enterprise Architects, Solution Architects, and IT engineers. Provides strategic direction and leadership for architecture teams. Develops training programs and technical skill enhancement initiatives. Establishes knowledge-sharing communities to increase architecture awareness. Defines career pathways for IT professionals pursuing enterprise architecture roles. Fosters a culture of collaboration, innovation, and continuous improvement. Supports IT leadership in resource planning, recruitment, and team expansion. Conducts performance evaluations to identify and develop high-potential employees. Promotes cross-functional training in cloud, security, and infrastructure domains. Encourages IT teams to obtain certifications in architecture frameworks and best practices. Works closely with executive leadership to ensure IT strategy aligns with County priorities. Drives cross-departmental collaboration between IT, finance, legal, and business teams. Leads discussions with external vendors, partners, and service providers to evaluate new solutions. Represents enterprise architecture in high-level executive meetings and strategic planning sessions. Engages in IT budget planning, cost management, and resource allocation discussions. Serves as a trusted advisor to County leaders on technology risks, investments, and trends. Partners with cybersecurity teams to ensure IT security best practices are followed. Provides architecture input on major IT projects, procurement processes, and vendor selection. Advocates for innovation in government IT services to enhance citizen engagement and public trust. Fosters partnerships with state, regional, and federal agencies for technology collaboration. Performs other duties as assigned.

Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, or a related field of study. Five (5) years of work-related experience in IT, including two (2) years in an architecture or solution design role. Certifications (Preferred): • AWS Certified Solution Architect – Professional • AWS Certified Machine Learning – Specialty or Generative AI Developer Professional • dbt, Airflow, Snowflake, Databricks, or similar platform certifications Special Requirements/Knowledge, Skills & Abilities: Must possess a valid Texas Driver’s License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Physical/Environmental Requirements: Occasional travel to County sites and industry conferences. Ability to work in a fast-paced, evolving technology environment.
