About The Role

Specializes in functional, technical, and/or user areas of the organization and provides consultative assistance in the analysis and design of systems. Acts as a liaison between the non-technical user and other technical staff to ensure the user requirements are met in the most effective way.

  1. Identifies opportunities for improving business processes through information systems and non-system changes; assist in proposals to develop new systems and operational changes.
  2. Researches and prepares statistical reports using data from systems and surveys; consolidates information into cohesive and understandable deliverables for management decision-making.
  3. Consults with business unit leaders and staff to identify, define, and document business needs and objectives, current operational procedures, challenges, input and output requirements, and system level access.
  4. Acts as a liaison between departmental end-users, technical analysts, and developers in the analysis, design, testing, and maintenance of systems to ensure optimal operations.
  5. Analyzes the feasibility of, and develop requirements for, new systems and enhancements to existing systems; ensure the system design fits the needs of the users.
  6. Plans, organizes, and conducts business process reengineering/improvement projects and management reviews.
  7. Conducts change impact analysis to assess the potential implications of changes and document business rules, functions, and requirements.
  8. Assists in formulating and defining systems scope and objectives through research and fact-finding combined with a basic understanding of business systems and industry requirements.
  9. Identifies processes for improvement, documents existing processes, and identifies and analyzes fit/gaps between current processes and the desired state.
  10. Works in conjunction with the assigned Project Manager to ensure the project goal is accomplished.
  11. Tracks and documents changes to business processes for functional and business specifications.
  12. Performs other duties as assigned.

Education, Experience and Training

Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business, Information Systems or in a job related field of study. Master’s degree preferred. Three (3) years of job related experience. Experience in delivering business analysis and/or experience in one or more of the following areas: business transformation and optimization, business relationship management and business process management preferred.

Special Requirements/Knowledge, Skills & Abilities

Knowledge of business analysis, delivering software implementations and/or software development projects working in all phases of the SDLC utilizing waterfall and/or agile methodologies; knowledge of customer management.

Knowledge of existing, new and emerging technologies and ability to practically apply them to new business designs and business models to achieve targeted business outcomes.

Knowledge in all aspects of designing and constructing business capabilities, value streams, business processes, and organizational structures.

Knowledge of facilitation of projects and products, and organization change management.

Knowledge of metrics development.

Knowledge of business process management, workflow and integration methods and tools.

Skill in using Microsoft Office, Visio, and Project; have familiarity with MS Teams and SharePoint.

Ability to demonstrate analytical and conceptual skills.

Ability to demonstrate statistical and information analysis skills.

Ability to create original concepts and theories for a variety of projects.

Ability to establish and maintain a high level of customer trust and confidence.

Ability to analyze project and product needs and determine resources needed to meet objectives and solve problems

Ability to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing.

Ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public.

Ability to be innovative with aptitude for foresight, and design and systems thinking.

Must possess a valid Texas Driver’s License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.

Individuals must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.”

Physical/Environmental Requirements

Physical requirements include occasional lifting/carrying of 5-10 lbs.; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to handling, walking, sitting, standing, bending and reaching to perform the essential functions.
