About The Role

General Summary

Oversees contracting activities of the WellSpan Supply Chain Contracting team. Also performs a variety of duties to support contracting according to System guidelines for cost, quality, and delivery.

Duties and Responsibilities

Essential Functions

  • Provides supervision and support for Contracting teams including oversight of policies and procedures, documentation of standard work, and auditing of contracting processes.
  • Monitors, evaluates the performance of, and develops Contract Administrators and Contract Analysts engaged in contracting functions.
  • Monitors contract compliance with GPO and local agreements to determine and validate appropriate tiers, discounts, and contract compliance. This will also include monitoring KPI’s as determined with in the contract with the vendor.
  • Develop and monitor supplier improvement metrics.
  • Monitor’s adherence to established contracting policies and procedures to assure system wide compliance
  • Maintains relationships with vendor personnel serving the System. Serves as an agent of the System for negotiations and for contracting purposes.
  • Collects data and maintains data collection processes to support process improvement.
  • Identifies opportunities for vendor consolidation and improvement in product utilization processes.
  • Maintains a current awareness of GPO contracts and contracting opportunities through regular discussions with GPO Account Representatives and through e-information provided by GPOs.
  • Participates in Value Analysis and Value Analysis Steering Committee meeting as appropriate.
  • Supports the direct negotiations with suppliers for contracts under their supervision.
  • Educates and provides in-service training to staff on issues (i.e., procedures, customer service contracts, system/process updates, etc.) related to contracting performance improvement and System initiatives.
  • Supports Director in daily huddles with Contracting team to disseminate information.
  • Research suppliers and manufacturers to determine position in the marketplace and identify opportunities that would benefit the health system.
  • Supports Director to develop and coordinate quarterly/annual business reviews with strategic vendors.
  • Support Director to develop critical sourcing/optimization strategies based on corporate spending analytics; develops a rolling three to five-year sourcing strategy/project delivery pipeline focused on value and cost savings.
  • Enhances WSH supplier diversity efforts to increase overall percent of goods and services purchased through diverse vendors.
  • Strong skills in directing cross-organizational workgroups and building consensus
  • Works with Contract Administrators to identify opportunities to consolidate suppliers, standardize products and/or improve product utilization. Ensures alignment with established system standards or develop new standards where appropriate.
  • Manage contract compliance and expiration dates with the contract administrators. Develops process to ensure contract renewals and compliance corrective actions where appropriate.
  • Manage and assist in utilizing system ERP (enterprise resource planning) system to document contracts and ensure items are available in the item master with associated source and pricing. Maintain contract pricing & price files proactively.
  • Develops, educates, and provides training to staff on process, procedures, contracts, and systems relating to Strategic Sourcing and Contracting.
  • Coordinates staff PTO requests and contracting coverage.
  • Ensures compliance with Clinical Equipment Review (CER), New Product Request (NPR) and other system policies.
  • Rounds with team and departments within assigned areas to better understand how to serve them and to help build and maintain positive relationships.
  • Develops Key Performance Indicators (KPI) and monitors contracting staff for compliance

  • Ensures that system standard procedures are followed in connection with purchases of materials, equipment, and services.
  • Develops business standards and practices for the System’s Supply Chain Services Contracting functions and activities.
  • Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.
  • Provides outstanding service to all customers; fosters teamwork; and practices fiscal responsibility through improvement and innovation.
  • Participates as a member of appropriate ad hoc and ongoing Supply Chain resource related committees and task forces.
  • Compiles data for and prepares regularly scheduled or special reports, analyses, and statements.
  • Acts as advisor/resource to all departments regarding contracting supply and service needs.

Qualifications

Minimum Education

  • Bachelors Degree Preferably in Supply Chain, Finance, Business Management or Accounting. Required
  • Masters Degree Preferred

Work Experience

  • 5 years Relevant experience. Required and
  • 2 years In progressively more responsible Supply Chain and/or Procurement positions in healthcare, service, or production-based industries. Required

Knowledge, Skills, and Abilities

  • Active membership, participation and/or certification in one or more of the following organizations preferred: AHRMM, IS, or APICS.
