About The Role

HR Generalist / HR Advisor

Role Purpose

The HR Generalist / Advisor delivers employee-focused HR services in Taiwan by combining local business advisory with the oversight of offshored HR operations, including payroll and lifecycle administration (from onboarding to offboarding). The incumbent acts as a key bridge between local stakeholders—including Taiwan employees, managers, and the Head of HR—and regional partners, offshore HR delivery hubs, and external vendors. In doing so, the role ensures a seamless employee experience while maintaining strict compliance with Taiwan labour laws and Deutsche Bank’s policies and frameworks.

HR Business Advisory

  • Support HR strategies and initiatives across the bank. It is also a key enabler of effective delivery of the banks HR strategy through the provision of expert knowledge and support on HR policies, programmes, processes, people strategy and ensures consistent application of HR best practice.   • Support to manage employee-relations matters, escalating complex, sensitive or legal cases appropriately.
  • Support the Taiwan Head of HR and Regional HR Business Partners with workforce insights, briefing materials, people priorities and follow-up actions.
  • Assist in communicating HR initiatives, policy updates and programmes to employees and managers.
  • Partner with Regional HR teams and specialist functions to address business needs and ensure timely delivery of agreed actions.
  • Identify recurring employee or manager issues and recommend practical improvements to guidance, processes, or communications.

HR Operations (including Payroll) Governance & Control

  • HR Point of Contact (POC): Act as local POC and governance staff for offshored operational processes, ensuring deliverables meet established Key Performance Indicators (KPIs) and Service Level Agreements (SLAs). Serve as the local point of contact to resolve complex queries or escalations that require onshore intervention and cannot be processed by the offshore teams.
  • Employee Lifecycle: Coordinate local onboarding, employment changes, and offboarding processes, ensuring seamless handoffs and data flow with offshore teams.
  • Payroll Governance: Manage the onshore validation and consolidation of payroll inputs (attendance, leave, compensation); review payroll outputs, resolve discrepancies, and govern corrections processed by the offshore payroll team.
  • Payroll Reporting & Accounting Support: Oversee local payroll-related accounting requirements, track funding requests, and authorize payroll-related statutory and vendor payments.
  • Compensation and benefits: Administer enrolments, changes and terminations for Taiwan Labour Insurance, National Health Insurance, Labour Pension, group insurance and other employee benefits; support statutory filings, reconciliations and pension reporting.
  • Annual HR cycles: Support compensation reviews, promotions, performance management, talent and employee survey activities through data validation, reporting, letter preparation and coordination.
  • Mobility support: Partner with vendor and HR mobility team with expatriate and mobility administration.
  • Regulatory compliance: Maintain required HR records and documentation; support regulatory filings and reporting, government submissions, surveys, audits and internal management reporting; and assist in tracking regulatory changes and implementing process updates.
  • Third Party management: Coordinate payroll, benefits, insurance and other HR service providers; monitor service delivery, support issue resolution, review invoices and facilitate payment processing.
  • Governance and business continuity: Maintain HR operating procedures, controls, policy inventories and business continuity documentation, ensuring materials remain current and appropriately controlled.
  • Process improvement: Support HR projects and identify opportunities to strengthen service quality, operational efficiency, controls and employee experience.

Qualifications and Experience

  • Bachelor’s degree or diploma in Human Resources, Business Administration, Accounting or a related discipline.
  • Min 5 years of relevant experience in HR operations, payroll, compensation and benefits, HR shared services or HR administration; strong internship or graduate experience may be considered.
  • Understanding of Taiwan’s Labour Standards Act, Labour Insurance, National Health Insurance, Labour Pension and related employment requirements.
  • Experience supporting payroll vendors or working in a multinational, matrix environment is advantageous and preferrred.
  • Experience using Workday or another HR information system is preferred.
  • Proficiency in Microsoft Excel, including data validation, reporting and reconciliations.
  • Proficiency in Copilot/Gemini or other LLM tools with proven experience in leveraging AI enabled tools at work

  • Effective written and spoken English and Mandarin Chinese
