About The Role

This position is part of the Safety & Environmental (SE) department in Shell Brasil, supporting all Shell Brasil businesses, through the implementation of Contractor HSSE Management and strategic safety initiatives.

The purpose of this job is to drive continuous improvement in contractor HSSE performance and contractor risk management by working collaboratively with contractors, partners and business stakeholders to strengthen partnerships, reduce HSSE risks and deliver safe and efficient operations.

This role provides the link between Contracting & Procurement (CP), Contract Holders, Contract Owners and HSSE disciplines across Shell Brasil businesses, ensuring implementation of Contractor HSSE Management requirements, industry best practices and regulatory expectations, while supporting contractor performance improvement and operational excellence.

Accountabilities

Ensure execution of end-to-end Contractor HSSE Management processes in Pre-Award and Post-Award contracting phases as part of Contract Management Teams (CMT), attaining business needs and supporting commercial and operational excellence across Shell Brasil businesses.

  • Pre-Award: Support Contract HSSE Risk assessment and Contract Mode determination; perform Contractor HSSE Capability Assessments (Desktop/Site Visit) and Gap Closure Plans; support Contract HSSE requirements and clauses; support development of documented approaches for managing HSSE risks and ensure appropriate SME involvement when required.
  • Post-Award: Verify implementation of Contractor HSSE Plans; review Contractor HSSE performance; monitor changes in scope and risk profile; support mobilization, execution and close-out phases; facilitate learning sharing across the organization.

Support organizational awareness and competence in Contractor HSSE Management by providing training and guidance for Contract Holders and Contract Owners and Contract as part of the Contract Management Team (CMT).

Support the execution of the Shell Safety Leadership Forum & Awards, including stakeholder engagement, governance activities and support technical evaluation activities

Look for standardization opportunities through industry collaboration and ensure Contractor HSSE Management processes are aligned with industry best practices, enhancing Shell’s reputation externally and making it easier to do business with Shell.

As a member of the Shell Contractor HSSE Management global community, actively participate in the Shell Contractor HSSE Management Global Network and support Group Contractor HSSE Management standards, tools and processes, including continuous improvement of the HSSE & SP Control Framework requirements.

As a member of the Shell Contractor HSSE Management global community, actively participate in the Shell Contractor HSSE Management Global Network, contributing to global discussions, standards, tools and continuous improvement initiatives,

Support local assurance activities related to Contractor HSSE Management, follow-up of findings; provide support during regulatory audits and inquiries and Human Factors, ensuring compliance with applicable regulatory requirements and driving continuous improvement opportunities.

Dimensions

  • Contractors often carry out specialized work with relevant HSSE risks in operations, contributing to approximately 65% of total exposure hours at Shell.
  • Supports Contractor HSSE Management implementation across all Shell Brasil businesses.
  • Provides technical support to more than 100 medium and high-risk contractors representing approximately US$3 billion in contracted activities.
  • Connect and engage with a large community of Contract Holders, Contract Owners, CP Leads and HSSE professionals across Shell Brasil.
  • Support Shell Safety Leadership Forum & Awards execution;
  • Participation in Shell Contractor HSSE Management Global Network and global improvement initiatives.
  • Interface across multiple Shell Brasil businesses and functions, including Contracting & Procurement, Operations, Projects, HSSE and Integrated Gas.

Background and Experience

  • Minimum 5 years of experience in Contractor HSSE Management systems, including contractor assurance, capability assessments, performance monitoring and implementation of Contractor HSSE Management requirements.
  • Solid work experience in the Oil and Gas industry, including formal academic and professional qualifications in an HSSE-related discipline.
  • Demonstrated experience in risk management, including hazard identification, risk assessment, risk mitigation and risk-based decision-making processes.
  • Experience dealing with international and local contractors and contractor performance management.
  • Operational experience in industrial, projects or field environments is considered an advantage.
  • Experience in industry collaboration forums and Human Factors initiatives is desirable.

Knowledge and Skills

  • Knowledge of national and international HSSE requirements and standards, such as IOGP.
  • Understanding of HSSE Management Systems; Risk Assessment and Hazard Identification; Audit & Assurance; Monitoring and Improving HSSE Performance.
  • Ability to perform and document audits and assurance activities.
  • Strong influencing and negotiating skills.
  • Stakeholder engagement skills and the ability to network effectively with a wide range of people at all organizational levels.
  • Excellent English written and oral communication skills.
  • Ability to handle multiple priorities across different business lines while maintaining focus on risk reduction and operational excellence.
  • Candidate will likely have a good balance between frontline delivery, governance, process development and continuous improvement initiatives.
