About The Role
Kent is looking for a Senior QA/QC Civil Structural Technician to be based in Channelview, TX and support client site projects.
The Civil Structural QA/QC is responsible for implementing and maintaining field quality-control processes for civil and structural construction activities. The successful candidate will ensure that earthwork, concrete, structural steel, grouting, underground civil work, and associated documentation conform to approved drawings, specifications, codes, inspection and test plans, and client requirements. This position requires strong field judgment, detailed documentation discipline, and the ability to work collaboratively with construction, engineering, subcontractor, testing, and owner teams to deliver safe, compliant, and turnover-ready work.
The Civil/Structural QA/QC is the site-based quality representative responsible for preventing, identifying, documenting, and resolving quality issues in civil and structural work on industrial projects. The role verifies that field installation, materials, testing, and turnover records comply with approved drawings, project specifications, codes, client requirements, and the contractor’s Project Quality Plan.

Responsibilities
Quality planning and readiness
- Review issued-for-construction drawings, specifications, design clarifications, approved submittals, material data sheets, vendor requirements, and applicable codes before work begins.
- Develop, maintain, or implement the civil/structural portions of the Project Quality Plan, discipline inspection checklists, Inspection and Test Plans (ITPs), and work-package quality requirements.
- Identify inspection points, witness points, hold points, testing frequencies, acceptance criteria, and required quality records for each work activity.
- Participate in constructability, preconstruction, and work-package review meetings to identify quality risks before mobilization or installation.
- Conduct preparatory-phase meetings before new definable features of work begin, confirming that:
- Current drawings, specifications, and approved procedures are available at the point of work.
- Materials have been approved, received, inspected, and stored correctly.
- Required equipment, calibrated test instruments, qualified personnel, and third-party testing resources are available.
- Survey control, benchmarks, tolerances, and inspection hold points are understood.
- Previous deficiencies that could recur have been addressed.
Civil field inspection
- Inspect and document site preparation, clearing and grubbing, excavation, trenching, dewatering, backfill, compaction, grading, and drainage work.
- Verify excavation dimensions, bearing elevations, side slopes, trench stability provisions, subgrade condition, and protection of adjacent facilities before foundation or underground work proceeds.
- Confirm foundation subgrade preparation, proof rolling where specified, undercutting, replacement fill, moisture conditioning, lift thickness, and compaction testing meet project requirements.
- Coordinate with survey personnel to verify layout, line, grade, elevation, anchor-bolt locations, equipment foundation coordinates, pipe-rack locations, and underground utility routing.
- Inspect underground civil installations, including duct banks, electrical manholes, vaults, culverts, stormwater systems, sanitary systems, process drainage, pipe supports, thrust blocks, and concrete encasement where within discipline scope.
- Inspect aggregate base, paving, curbs, sidewalks, access roads, and erosion-control measures, as applicable.
- Review field and laboratory soil test reports, including moisture-density relationships, in-place density results, gradation, proctors, and bearing-capacity-related reports as required by project specifications.
- Verify unsuitable material is identified, segregated, removed, or dispositioned in accordance with engineering direction and project procedures.
Concrete and foundation inspection
- Inspect formwork for line, grade, dimensions, cleanliness, release agent, construction joints, block outs, chamfers, water stops, sleeves, embeds, and access for placement and consolidation.
- Verify reinforcing steel size, spacing, lap lengths, development lengths, cover, supports, cleanliness, coupler installation, welding where permitted, and placement of dowels, inserts, and embedded plates.
- Verify anchor-bolt assemblies, templates, bolt projection, bolt orientation, elevations, and coordinate locations before concrete placement, particularly for equipment foundations, structural-steel baseplates, and pipe-rack columns.
- Witness and document pre-pour inspections; issue or approve concrete placement releases only after deficiencies are resolved or formally accepted.
- Monitor concrete delivery tickets, mix design compliance, elapsed delivery time, ambient conditions, slump or slump flow, air content, temperature, cylinders, and placement sequence.
- Inspect placement, vibration, finishing, curing, protection, saw cutting, joint treatment, stripping, repair, and cold-weather or hot-weather concrete controls.
- Verify foundation top elevations, plinth dimensions, pedestal geometry, equipment grout pockets, embedded items, and tolerances before structural or equipment installation.
- Inspect non-shrink grout surface preparation, formwork, mixing, flow, placement, curing, and compressive-strength testing for equipment bases, structural baseplates, and precast interfaces.
Structural steel inspection
- Verify structural-steel material receipt against approved material traceability documents, mill test reports, piece marks, coating requirements, and damage-free condition.
- Inspect structural-steel erection for member identification, orientation, plumbness, alignment, elevation, bracing, connection fit-up, baseplate bearing, shim packs, and temporary stability.
- Verify bolt type, diameter, grade, length, installation method, snug-tight condition, pretensioning method, tension-control bolt installation, and inspection documentation as specified.
- Coordinate with qualified welding inspectors or perform assigned visual welding inspection duties when appropriately qualified.
- Verify welding is performed in accordance with approved welding procedures, qualified welders, joint details, fit-up requirements, preheat controls, consumable controls, and project specifications.
- Coordinate and review NDT activities—including MT, PT, UT, or RT—as required by the structural-steel specification; verify repair and re-examination of rejected welds.
- Inspect fireproofing preparation and application interfaces for structural steel when assigned, including substrate condition, mesh/lath, thickness verification, adhesion/cohesion testing, repairs, and documentation.
- Verify coating or galvanizing damage is identified and repaired in accordance with approved procedures before turnover.
- Inspect installation of handrails, ladders, platforms, gratings, stairs, embeds, supports, monorails, equipment access structures, and secondary steel for completeness and compliance.
Documentation and turnover
- Maintain accurate daily inspection reports, quality surveillance reports, RFIs/RFIs for inspection, test reports, checklists, concrete-pour records, survey-verification records, and material-receipt inspections.
- Review subcontractor quality records for completeness, traceability, accuracy, and conformance with contract turnover requirements.
- Maintain logs for RFIs, ITP status, NCRs, punch-list items, test results, material traceability, calibration certificates, and turnover deliverables.
- Verify testing equipment and measuring devices used for acceptance activities have current calibration status.
- Assemble or support compilation of civil/structural turnover packages, including inspection reports, test records, material certifications, concrete records, bolt-tension reports, weld/NDT records, coating/fireproofing records, redlines, and final punch-list closeout.
- Support walkdowns, system/subsystem turnover, mechanical-completion reviews, final acceptance inspections, and handovers to the owner.
Authority and Interfaces
The QA/QC Field Engineer should have authority to
- Stop or recommend suspension of work that does not meet approved quality requirements, where authorized by the project quality plan.
- Reject nonconforming material or workmanship pending formal engineering or client disposition.
- Require correction of deficiencies before concealment, concrete placement, backfill, coating, or progression to subsequent work.
- Require documented inspection release at designated hold points.
- Escalate unresolved quality issues to the QA/QC Manager, Construction Manager, Project Manager, or client representative.

Your knowledge/skills, education, and experience
Knowledge/ Qualification/ Training/ Certification
- Bachelor’s degree in Civil Engineering, Structural Engineering, Construction Engineering, Construction Management, or a related discipline; equivalent relevant industrial construction experience may be considered.
- Typically, 5 to 10 plus years of civil/structural construction, inspection, QA/QC, field engineering, or supervision experience, with at least 3 to 5 years in heavy industrial, refinery, petrochemical, power, mining, manufacturing, or major infrastructure projects.
- Demonstrated experience with reinforced concrete, foundations, structural-steel erection, bolted connections, embedded items, earthwork, grouting, and field inspection documentation.
- Ability to interpret IFC drawings, shop drawings, structural details, specifications, material data, test reports, and survey information.
- Working knowledge of common U.S. civil/structural standards as applicable to the project, such as ACI, AISC, AWS, ASTM, ASCE, SSPC/AMPP, OSHA, project specifications, and client engineering practices.
- Proficiency with Microsoft Excel, Word, and project document-control systems; experience with platforms such as Procore, Autodesk Construction Cloud, Aconex, Bluebeam, SharePoint, or equivalent is preferred.
