Role description
Arcadis is seeking a highly skilled and motivated Senior Civil Engineer to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP).
We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.
The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role accountabilities
- Serve as the technical SME for utility infrastructure systems during construction, including:
- Water distribution
- Sanitary sewer systems
- Stormwater drainage systems
- Natural gas distribution
- Electric power distribution and transmission
- Telecommunications and fiber-optic networks
- Serve as the civil/utility SME during construction for a major Amtrak design-build project.
- Provide technical support to field teams and lead resolution of utility and civil-related construction issues.
- Review and validate completed designs against field conditions, constructability, and project constraints.
- Evaluate and respond to RFIs, submittals, field changes, and design deviations.
- Coordinate with contractors, Amtrak, utility owners, and multidisciplinary teams to resolve conflicts and interface issues.
- Support utility coordination during construction, including tie-ins, relocations, and sequencing.
- Contribute to broader civil scope, including drainage, grading, and corridor infrastructure as needed.
- Review shop drawings and as-builts and participate in field inspections and construction meetings.
- Identify and mitigate risks impacting cost, schedule, and constructability.
- Provide technical guidance to junior staff and support overall project delivery.
Qualifications & Experience
Required Qualifications
- Bachelor’s degree in civil engineering (Master’s preferred).
- Professional Engineer (PE) license in New Jersey or New York.
- 10+ years of progressive civil engineering experience with strong emphasis on utility infrastructure and construction-phase support.
- Demonstrated ability to resolve complex field issues, constructability challenges, and contractor-driven design changes.
- Broad civil engineering knowledge, including utilities, drainage, grading, and infrastructure systems.
- Familiarity with Amtrak standards, as well as AREMA, NJDOT, and NYDOT requirements.
- Experience coordinating with contractors, utility owners, and public agencies.
- Proficiency in AutoCAD Civil 3D, MicroStation, and related engineering tools.
- Strong communication, problem-solving, and stakeholder coordination skills.
- Local resident of NYC metro tri-state area and willing to work in a hybrid project office environment.
Preferred Experience
- Utility engineering and coordination for major transportation, rail, transit, tunneling, highway, airport, or municipal infrastructure projects.
- Experience working within design-build, progressive design-build, or alternative delivery environments.
- Familiarity with FRA, FTA, DOT, municipal, and utility company design and permitting requirements.

We offer nine paid holidays and 15 days PTO that accrue per year. The salary range for this position is $175000 - $240000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
