About The Role

The IOM Coordination Office for the North Pacific oversees regional operations and strategic initiatives across the North Pacific Islands, focusing on disaster resilience, infrastructure development, and humanitarian assistance. IOM is set to receive funding for a multi-year disaster readiness project named Compact of Free Association READY (COFA READY) , covering the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI) and Republic of Palau (ROP). The project covers two components: Component 1: Typhoon Sinlaku Reconstruction and Component 2: Disaster Readiness in ROP, FSM and RMI. The National Programme Officer (READY) will support the Programme Manager (READY) in the day-to-day implementation of component 2 in ROP.

Under the overall supervision of the Head of Sub-Office in Palau and the direct supervision of the Programme Manager (READY) in Koror, the National Programme Officer (READY) will be responsible and accountable for assisting in implementation of Component 2 programme activities and closely coordinating with national and state government partners and stakeholders. The incumbent will provide technical support on modernizing national disaster management and readiness systems across ROP.

  • Assist the Programme Manager (READY) in the planning, coordination, implementation, and monitoring of COFA READY Component 2 activities in ROP, ensuring alignment with project objectives, workplans, and donor requirements.
  • Ensure the correct and timely completion of required administrative forms to facilitate the implementation of programme activities in accordance with the program’s yearly workplans for ROP.
  • Liaise and coordinate with government counterparts, community leaders, and partner organizations to strengthen disaster preparedness, response, and recovery systems, including the modernization of disaster risk management and readiness mechanisms.
  • Ensure the collection of documents, verify the completion and authenticity of documents, data and other inputs, to the extent possible. Documentation may include but is not limited to attendance sheets, photo documentation, logbooks, geographical information for the design and implementation of community-based disaster risk management activities, including mitigation projects and emergency communication protocols.
  • Assist in the development, review, and implementation of policies, strategies, standard operating procedures (SOPs), contingency plans, and capacity-building initiatives related to disaster management and emergency preparedness.
  • Support the organization and facilitation of stakeholder consultations, technical working groups, workshops, training sessions, simulation exercises, and community engagement activities.
  • Monitor project progress, identify implementation challenges, and propose practical solutions to ensure the timely delivery of planned outputs and activities.
  • Contribute to the collection, analysis, and reporting of project data, including the preparation of progress reports, briefing notes, presentations, success stories, and other program documentation.
  • Assist in conducting assessments, research, and analyses related to disaster risks, preparedness capacities, infrastructure resilience, and emergency management systems.
  • Coordinate closely with finance, procurement, logistics, and administrative teams to support the efficient implementation of project activities and ensure compliance with IOM and donor requirements.
  • Support the Programme Manager (READY) in the tracking of project indicators, results frameworks, and monitoring and evaluation activities, ensuring accurate and timely reporting of achievements and lessons learned.
  • Assist in producing public information on hazards, emergency preparedness and disaster readiness mitigation strategies by ensuring the correct translation of text into the Palauan language in order to increase public awareness and promote action at the local level. Ensure all public information has been coordinated with and approved by the Programme Manager (READY) and Communications Officer.
  • Monitor hazards and provide support for potential emergency response activities under the guidance of the Programme Manager (READY) and Programme Officer (READY).
  • Attend relevant meetings, workshops, technical working groups, steering committees, and other coordination forums, and contribute technical inputs on disaster preparedness and readiness activities.
  • Coordinate with READY project teams in the FSM and RMI to promote knowledge sharing, cross-learning, and regional collaboration on disaster preparedness initiatives.
  • Undertake duty travel, as required, to support project implementation, stakeholder engagement, monitoring, and field coordination activities.
  • Perform such other relevant duties as may be assigned.

EDUCATION

  • ​​ Master’s degree in Political Science, Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, Education or a related field from an accredited academic institution; or
  • Bachelor ’s degree in the above fields with two years of relevant professional experience.

EXPERIENCE

  • ​​ Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in disaster risk reduction, disaster preparedness, emergency management, humanitarian response or related fields;
  • Experience in communication, coordination, facilitating meetings, and community outreach;
  • Experience in conducting assessments, collecting and analysing data, and preparing reports and other programme documentation is an advantage; and
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

SKILLS

  • Ability to effectively facilitate meetings, trainings, and community activities;
  • Strong organizational and time-management skills, with the ability to manage multiple priorities and meet deadlines;
  • Strong communication, coordination and interpersonal skills, with the ability to effectively engage with government counterparts, partners and communities;
  • Ability to identify implementation challenges and contribute to practical solutions;
  • Proficiency in Microsoft Office applications, particularly Word, Excel and PowerPoint; and
  • Demonstrated ability to work effectively in a multicultural environment and establish productive working relationships with diverse stakeholders.

Languages

IOM’s official languages are English, French, and Spanish.

REQUIRED

For all applicants, fluency in English required (oral and written).
