About The Role

CAMH is currently seeking a full-time, permanent Contract Manager

CAMH sits on a 27-acre site which has been redeveloped in accordance with its Master Plan over a 25-year period. Three phases of redevelopment have been completed/ occupied, namely Phases 1A, 1B & 1C. The fourth and final phase (Phase 1D) of redevelopment is underway. See below a breakdown of the phases:

  • Phase 1A: the first phase of redevelopment added 89,000 sqft, CAMH signed a contract with Eastern Construction under a stipulated sum contract which was occupied in 2008.
  • Phase 1B: CAMH signed a contract with Carillion Health Solutions (CHS) to Design, Build, Finance and Maintain (DBFM) Phase 1B (540,000 sqft). Phase 1B was occupied in July 2012 and CHS’s maintenance contract is for 30 years starting 2012 and covers ‘hard’ FM Services.
  • Phase 1C (758,000 sqft) was signed with Plenary Health (PH). Substantial Completion for Phase 1C was achieved in September 2020. The “hard” FM services portion of Phase 1C is now underway for the next 30 years.
  • Phase 1D Research (385,000 sqft) is a Construction Management project currently under construction with occupancy anticipated for late 2027.
  • Phase 1D Forensics (840,000 sqft) is a DBF projects currently under construction. Occupancy is anticipated in early 2029, with trailing activities to be completed in 2030.

Reporting to the Director Facilities, you will provide contract management leadership and strategic oversight, identifying opportunities to improve service quality, efficiency, effectiveness, compliance, and value in support of CAMH’s core business of patient care. This will include accountability for the effective management of key contracts and service providers, ensuring contractual obligations, performance standards, service levels, financial commitments, and organizational requirements are consistently achieved. You will work collaboratively with internal stakeholders, suppliers, and external partners to manage the contract lifecycle, proactively address risks and performance issues, resolve contractual matters, and identify opportunities for continuous improvement and optimization of contracted services.

The Contract Manager will support the Director of Facilities and work collaboratively with the in-house facilities team to advance and achieve the goals of the Facilities Management and Support Services Portfolio.

The Contract Manager provides strategic and operational contract management support to the Facilities Director, with accountability for the effective administration, performance, financial management, compliance, and continuous improvement of facilities management contracts. The role oversees outsourced contractor performance, manages contractual risks and issues, supports negotiations, monitors financial and service outcomes, and provides timely analysis and recommendations to the Facilities Director. Working collaboratively with internal stakeholders and external service providers, the Contract Manager ensures contracted services deliver high-quality, cost-effective, compliant, and reliable outcomes in support of CAMH’s patient care mandate.

Responsibilities

  • Implement and continuously improve best-practice tools, processes, and methodologies.
  • Build and maintain effective relationships with a diverse range of internal and external stakeholders, fostering collaboration and partnerships.
  • Support with the oversight and management of external consulting service contracts and agreements, including the review and approval of fee proposals, deliverables, and invoices.
  • Maintain portfolio documentation, reporting, and performance metrics to support effective oversight and decision-making.
  • Support in the preparation of briefing materials, presentations, and reports for CAMH Executive Leadership and Board of Trustees committees.
  • Support the identification and assessment and of portfolio risks; develop and implement mitigation strategies and escalate issues as appropriate.
  • Support with the development of annual operating and capital budget submissions.
  • Lead or support the development, issuance, and evaluation of procurement documents, including Requests for Qualifications (RFQs) and Requests for Proposals (RFPs).
  • Support the preparation and submission of materials required by the Ministry of Health and other government stakeholders.
  • Lead or contribute to additional initiatives and activities as required to support the objectives of the Redevelopment & Support Services portfolio.
  • Foster team growth and effectiveness through recruitment, resource planning, coaching and mentoring, performance management, and the identification of learning and development opportunities for staff.

Education/Specific Training

  • A degree or diploma from a University or College program in a business or technical field required.
  • Facilities specific degree or certification preferred. (i.e. CFM, FMA, RPA, FMP, etc.)
  • Demonstrated commitment to ongoing professional development through industry related courses, designations and other industry involvement.
  • Project Management Professional designation preferred
  • Proficiency in AutoCAD, Revit, MS Project preferred

Experience

  • Minimum of 6 years of progressive experience in facilities/ operations management within complex environments, including minimum 3-4 years of leadership experience overseeing facilities related operational contracts.
  • Familiarity with CMMS and BAS systems, as well as design and construction methods.
  • Well-developed skills in strategic planning, budgeting and resources allocation.
  • Experience in project management (managing cost, scope, schedule, quality, risk, etc.)
  • Experience with procurement and contract management, including public sector procurement.
  • Experience and familiarity in healthcare facilities, knowledge of hospital operations, and awareness of patient and staff safety requirements.
  • Excellent written and verbal communication skills.
  • Demonstrated computer skills (MS Office suite, scheduling software, energy management software).

Compensation & Benefits

  • Salary is competitive and based on experience, with a hiring range of $93,822.73 – $117,278.41 per year.
  • Employees in this role may progress within the full pay range of $93,822.73 – $140,734.09 per year
