Job Title: HSE Supervisor
KBR is growing its Project Management Consultancy (PMC) team for an exciting, high profile offshore development in Abu Dhabi. The ADNOC PMC project role would be based initially in Client or Contractors Office in Abu Dhabi.
Job Purpose
To supervise and monitor Health, Safety, Security, and Environmental (HSSE) activities at ADNOC Offshore project sites, ensuring full compliance with ADNOC HSE Standards, UAE regulations, client requirements, and company management systems. The HSE Supervisor is responsible for promoting a proactive safety culture, preventing incidents, and ensuring safe execution of all offshore construction, maintenance, commissioning, and operational activities.
Key Responsibilities
HSE Compliance & Monitoring
- Ensure compliance with ADNOC Offshore HSE Management System (HSEMS), ADNOC Codes of Practice (COPs), and project-specific HSE requirements.
- Conduct routine site inspections, audits, and safety tours onboard offshore platforms, barges, vessels, and project facilities.
- Monitor compliance with Permit to Work (PTW) requirements and verify that all permits are correctly implemented before work execution.
- Ensure adherence to Life Saving Rules (LSRs) and Golden Rules of Safety.
Risk Management
- Review and verify Job Safety Analysis (JSA), Task Risk Assessments (TRA), Method Statements, and lifting plans.
- Identify hazards and implement appropriate mitigation measures.
- Participate in HAZID, SIMOPS, and risk assessment workshops as required.
High-Risk Activity Supervision
Monitor and supervise safe execution of

- Lifting & Rigging Operations
- Electrical Isolation (LOTO)
- Excavation Work
- Pressure Testing
- Marine and Vessel Operations
Incident Investigation
- Participate in the investigation of incidents, near misses, unsafe acts, and unsafe conditions.
- Conduct root cause analysis and track corrective and preventive actions.
- Prepare detailed incident reports as per ADNOC reporting requirements.
Training & Awareness
- Conduct HSE induction training for employees and subcontractors.
- Deliver daily toolbox talks, safety stand-downs, and awareness campaigns.
- Coach supervisors and workforce on ADNOC HSE expectations and best practices.
Environmental Protection
- Ensure compliance with ADNOC environmental standards and waste management requirements.
- Monitor waste segregation, hazardous material handling, spill prevention, and environmental protection measures.
- Participate in environmental inspections and audits.
Emergency Preparedness
- Support the implementation of Emergency Response Plans (ERP).
- Participate in offshore emergency drills including:
- Fire & Explosion Response
- Man Overboard
- Medical Emergencies
- Gas Release Scenarios
- Evacuation Drills
- Ensure emergency equipment and fire protection systems are maintained and inspected.
Contractor HSE Management
- Monitor subcontractor compliance with ADNOC and project HSE requirements.
- Participate in contractor HSE performance reviews.
- Verify competency and certification of personnel engaged in safety-critical activities.
Reporting & Documentation
- Prepare daily, weekly, and monthly HSE reports.
- Maintain records of:
- Safety observations
- Inspections
- Audits
- PTW compliance
- Safety training
- Incident investigations
- Track HSE KPIs and provide recommendations for continuous improvement.
Minimum Qualifications
- Diploma or Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or related discipline.
Mandatory Certifications
- NEBOSH International General Certificate (IGC)
- IOSH Managing Safely
- OSHA Certification (Preferred)
- First Aid & CPR Certification
- H2S Awareness and Escape Training
- Basic Fire Fighting
- Incident Investigation Training
- ISO 45001 Internal Auditor (Preferred)
Experience Requirements
- Minimum 15 years of HSE experience in Oil & Gas, Offshore Construction, EPC, Maintenance, Shutdowns, or Brownfield Projects.
- Minimum 3-5 years of ADNOC Offshore project experience.
- Proven experience in offshore platforms, islands, jack-up barges, vessels, or offshore fabrication activities.
- Strong understanding of ADNOC Offshore PTW system and Life Saving Rules.
