Job Description

Hitachi Rail is looking for an enthusiastic self-motivated Capability Development Lead who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Brisbane, Australia .

Key Responsibilities

Our Capability Development Lead will work with team leaders to ensure the Sequence Alliance has a skilled, trained and capable workforce, where team members are clear on role accountabilities and delivery outcomes. Through collaboration with technical SMEs, senior leaders, and home organisation teams, the Capability Delivery Lead will assess workforce capability, identify gaps, and deliver targeted development programs, capability frameworks and competency roadmaps required for Sequence’s successful Program delivery.

Knowledge Transfer

  • Facilitate the knowledge transfer framework to ensure critical program knowledge is retained and shared across the Sequence Alliance and with our stateside stakeholders.
  • Collaborate with technical SMEs to ensure awareness and understanding of ETCS across key interface and integration roles, facilitating peer learning sessions to embed ETCS knowledge.
  • Identify knowledge gaps and implement targeted interventions to upskill key personnel in ETCS-related knowledge, skills and competencies linking in experts and coaches as required.
  • Monitor and evaluate the effectiveness of knowledge sharing initiatives and adjust strategies accordingly.
  • Support in the management of the centralised knowledge repository to support ongoing access to program and technical information.
  • Support in the integration of ETCS knowledge into formal training programs and processes.

Ways of Working

  • Identify ways of working and capability gaps in functional and cross functional teams
  • Facilitate the development of RACI’s for teams to support clarity of roles
  • Work with functional and delivery leads on strategies to achieve high functioning team dynamics and integrate ways of working initiatives into overall program delivery
  • Provide coaching and support to staff through the change process, ensuring a people-centric approach to change, focusing on experience and engagement
  • Work with the Communication Lead to ensure technical and delivery alignment with relevant internal and external stakeholders
  • Monitor ways of working adoption and evaluate the impact of changes on employees and Alliance outcomes, creating strategies to meet changing program requirements

Capability assessment and development

  • Maintain the Skills Development Plan for the Alliance with a focus on new entrants and linking to the capability assessment framework.
  • Formalise a capability assessment framework (technical and interpersonal) to regularly “stocktake” we have the right capabilities for the different phases of the program.
  • Support leaders with understanding their capability requirements and plan development programs to build the desired leadership capabilities
  • Supporting the Culture and Engagement Manager through facilitating training needs analysis on key roles and whether team members have the competencies to achieve program results
  • Manage the competency framework and technical submission for the Alliance

Skills & Experience

  • Bachelors degree in HR, Organisational Development, Education or Training, Business Administration. Engineering, Change or Project Management may apply for the technical aspects.
  • 5+ years of firsthand experience in Capability development with experience in rail or software delivery (technical teams) highly desirable.
  • Familiarity with data analysis and metrics to assess the effectiveness of development initiatives, including in using tools to gather competency feedback.

Strong interpersonal and facilitation skills

  • Demonstrated ability to develop and execute a capability framework and skills development plans
  • Demonstrated ability to work in a diverse cultural organization with multiple key stakeholders displaying interpersonal and communication skills.
  • Demonstrated ability in managing knowledge transfer or key facts repositories.
  • Demonstrated ability to influence and guide leaders through capability uplift or change.
