Arboreal Management is looking for an exceptional affordable housing Property Manager to lead Westshore , a newly acquired 121-unit affordable community in Portland that we will be renovating and restoring.
This isn't a caretaker role.
We're looking for someone who knows affordable housing, takes ownership of property performance, and wants the opportunity to grow into a larger leadership position as our Portland portfolio expands.
Arboreal is the property management company of Great Expectations, a fast-growing owner and developer of affordable and workforce housing across the Pacific Northwest. Because we both own and manage properties, our managers work directly with the people making investment, renovation, financing, and operating decisions. Good ideas can turn into action quickly.

The Job
- You will be the leader of Westshore and accountable for the overall performance of the property.
- That means balancing three things exceptionally well: residents, compliance, and financial performance.
You'll be responsible for
- Owning property performance. Know your occupancy, collections, leasing pipeline, expenses, work orders, inspections, compliance status, and budget—and take action when something isn't where it should be.
- Running excellent affordable housing operations. Manage LIHTC and HUD requirements confidently, including certifications, recertifications, income and asset verification, file quality, rent limits, inspections, and audit readiness.
- Leading the onsite team. Set clear expectations, coach your team, solve problems, and create a culture where people take ownership of their work.
- Supporting our renovations. Working with our construction team to bring the property back to a first-class position in the downtown affordable housing landscape
- Driving occupancy and collections. Keep the property full, minimize vacancy loss, manage delinquency aggressively and professionally, and make sure leasing and renewals don't fall through the cracks.
- Delivering a great resident experience. Communicate clearly, handle difficult situations professionally, and make sure residents live in a property that is safe, clean, and well cared for.
- Partnering with maintenance. Stay on top of work orders, unit turns, preventative maintenance, vendor performance, and property condition.
- Managing the numbers. Review financial results, understand variances, control expenses, and help build and execute the property's annual operating plan.
- Being ready for scrutiny. Maintain excellent files and operating practices so that agency reviews, lender inspections, investor reviews, and compliance audits aren't fire drills.
- Improving the property. We want managers who notice problems, propose solutions, and follow through—not people who wait for corporate to tell them what to do.
Who We're Looking For
Affordable housing experience matters for this role.
Our ideal candidate has
- 3+ years of residential property management experience
- Meaningful hands-on LIHTC and/or HUD affordable housing experience
- Strong knowledge of certifications, recertifications, resident files, income calculations, and affordable housing compliance
- Experience managing a team and holding people accountable
- Strong understanding of occupancy, delinquency, budgeting, expenses, and property financial performance
- Excellent organizational and communication skills
- The confidence to make decisions and solve problems without waiting to be told what to do
- High standards for property condition, resident service, and compliance
Affordable housing certifications such as HCCP, SHCM, COS, or equivalent are a plus, but demonstrated expertise matters more to us than letters after your name.

Compensation & Benefits
Base salary: $70,000–$95,000 , depending on experience and affordable housing expertise, plus performance-based bonus opportunity.
