The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.

About the Position

The Community Preparedness Coordinator will be responsible for the management, recruitment, training and deployment of community volunteer groups and those associated with NCEM. The position will integrate NCEM principles, directives and strategic plan to enhance readiness, build capacity and resiliency across North Carolina through the “Whole of Community” approach. The Community Preparedness Coordinator serves as an expert or lead in this endeavor to include the identification of needs and gaps across volunteer and community organizations, non-profit, public schools, state agencies, higher education, private sector and non-English speaking citizens to enhance the survivability and readiness of communities before, during, and after disasters. The ability to work independently, analyze and solve problems, identify challenges and communicate at a high level in a fluid, rapidly changing environment is required.

About the Section

The primary mission of the Office of Partnership Engagement is to increase community resiliency across North Carolina. Through partnerships, preparedness training and the coordination of efforts, OPE seeks to build capacity and resiliency throughout the Whole-of-Community. The mission of OPE involves the coordination of community, volunteer groups, private sector organizations, higher education, as well as state and local entities in support of the State Emergency Response Team, including preparedness, response, recovery and mass care to accomplish incident objectives. Additionally, the Office of Partnership Engagement is responsible for the NC Vendor Disaster Re-Entry Program, the stabilization of privately owned critical infrastructure, the coordination of community capabilities, and the coordination of state donations during large disasters.

This is a full time position (40 hours per week) with State Benefits .

Management Preferences

Thorough knowledge of the principles and practices of volunteer management and team building.
Thorough knowledge in planning, assigning, training and supervising the work of volunteers.
Experienced in establishing and maintaining effective working relationships with agency personnel, officials, and the public.
General knowledge of emergency management principles, NCEM, and services offered by State and local agencies.
Skilled in initiating and installing administrative programs and procedures and to evaluate their effectiveness.
