Senior Technology Architect - DND RFP

We are currently preparing a bid in response to a Department of National Defence (DND) requirement and are seeking an experienced Technology Architect (Level 3) to include in our submission.

This is a proposal-based opportunity. Candidates must clearly demonstrate their experience against the criteria below. Only candidates who provide complete and detailed project information will be considered.

Mandatory Experience Requirements

1. Overall Experience

• Minimum ten (10) years of experience performing the duties of a Technology Architect (equivalent to TBIPS Stream 3, Level 3)

1. Federal / Defence Experience

• Minimum five (5) years of experience within the last twenty (20) years providing technology architect services within one or more of the following:
• Canadian Armed Forces (CAF)
• National Defence (DND)
• Allied Military Forces or Allied Department of Defence (NATO countries)
• The following Canadian federal departments/agencies will also be considered, including:
• Royal Canadian Mounted Police (RCMP)
• Canadian Coast Guard (CCG)
• Canadian Security Intelligence Services (CSIS)
• Correctional Service of Canada (CSC)
• Canadian Security Establishment (CSE)

Allied Military Forces or Allied Department of Defence are any NATO country.

1. Project Experience

• Minimum three (3) projects where you provided services as a Technology Architect within:
• Canadian Armed Forces (CAF)
• National Defence (DND)
• Allied Military Forces or Allied Department of Defence
• Canadian federal departments/agencies listed above

Allied Military Forces or Allied Department of Defence are any NATO country.

1. SharePoint Experience

• Minimum five (5) years of experience within the last ten (10) years building, creating, or managing sites across various versions of SharePoint / SharePoint Online within:
• Canadian Armed Forces (CAF)
• National Defence (DND)
• Allied Military Forces or Allied Department of Defence
• Canadian federal departments/agencies listed above

Allied Military Forces or Allied Department of Defence are any NATO country.

1. SAP and Power BI Experience

• Minimum two (2) years of experience developing enterprise solutions using:
• SAP (including SAP BOBI)
• Power BI (Power BI Premium)
• Experience must include delivery within:
• Canadian Armed Forces (CAF)
• National Defence (DND)
• Allied Military Forces or Allied Department of Defence
• Canadian federal departments/agencies listed above
• Solutions must support high-volume environments (100K+ users and 500K+ page views)

Allied Military Forces or Allied Department of Defence are any NATO country.

Additional Required Criteria

• Candidates should demonstrate all of the following experience. These criteria will be used to assess submissions as part of the overall evaluation.
• RC1 – Technology Architect Experience (Defence / Federal)

Demonstrated experience providing technology architect services within the last twenty (20) years within

• Canadian Armed Forces (CAF)
• National Defence (DND)
• Allied Military Forces or Allied Department of Defence
• Canadian federal departments/agencies

• Preference will be given to candidates demonstrating 10 or more years of experience in these environments.
• Allied Military Forces or Allied Department of Defence are any NATO country.
• RC2 – Project Experience (Technology Architect Role)

Demonstrated experience serving as a Technology Architect across multiple projects within

• Canadian Armed Forces (CAF)
• National Defence (DND)
• Allied Military Forces or Allied Department of Defence
• Canadian federal departments/agencies

• Preference will be given to candidates demonstrating experience across more than eight (8) projects .
• Allied Military Forces or Allied Department of Defence are any NATO country.
• RC3 – SharePoint and SAP BOBI Experience

Demonstrated experience developing enterprise solutions that have used

• SharePoint
• SAP BOBI as a data repository

Experience must be within

• Canadian Armed Forces (CAF)
• National Defence (DND)
• Allied Military Forces or Allied Department of Defence
• Canadian federal departments/agencies

• Preference will be given to candidates demonstrating 10 or more years of experience in this area.
• Allied Military Forces or Allied Department of Defence are any NATO country.
• RC4 – SAP and Power BI Experience

Demonstrated experience developing enterprise solutions that have used

• SAP
• Power BI (Power BI Premium)

Solutions must support 100K users and 500K+ page views and be within

• Canadian Armed Forces (CAF)
• National Defence (DND)
• Allied Military Forces or Allied Department of Defence
• Canadian federal departments/agencies

• Preference will be given to candidates demonstrating significant experience beyond the minimum requirement .
• Allied Military Forces or Allied Department of Defence are any NATO country.
• RC5 – Certifications

The following certifications will be considered strong assets

• MS-900 Microsoft 365 Fundamentals
• SC-900 Microsoft Certified: Security, Compliance, and Identity Fundamentals
• AZ-900 Microsoft Azure Fundamentals
• PL-900 Microsoft Power Platform Fundamentals
• AIIM SharePoint Specialist Certification
• Certificate of Master Data Management of Taxonomy
• MCTS SharePoint
• MS SharePoint Master

• Preference will be given to candidates holding multiple certifications from the list above .
• RC6 – SharePoint Capabilities / Features

Demonstrated experience with SharePoint capabilities, including

• List
• Libraries
• Columns
• Content Types
• Wikis
• Metadata / Tagging
• Permissions Controls
• Site Collection Migration
• Low Code Platform

Preference will be given to candidates demonstrating broad experience in all of the above capabilities .

Engagement Details

• Client: Department of National Defence (DND)
• Contract Type: Contingent on bid award
• Security Clearance: Must be eligible for Government of Canada security clearance
