As the Site Project Controls Manager, you will serve as the on-site Owner's Representative Project Controls Leader and the trusted source of truth for a multi-billion-dollar semiconductor manufacturing program. In this highly visible role, you will lead project controls governance across cost, schedule, progress measurement, change management, risk, and performance reporting while influencing executive decision-making on a landmark project that will have lasting economic and technological impact.
You will lead the site-based project controls organization and serve as the primary integration authority between the Owner, EPC contractors, A&E partners, and multiple prime contractors. Your leadership will ensure that project performance, forecasting, contractor billing, and change management are driven by objective, measurable physical progress and aligned with Earned Value Management (EVM) principles.

Operating Model (Dual Reporting Structure) Functional Reporting (Governance)
Reports to the U.S. Construction Strategic Programs Project Controls Lead , ensuring consistency and adherence to enterprise project controls standards across all program sites.
Operational Reporting (Delivery)
Partners closely with site leadership, including the Director of Construction (DoC) , providing validated reporting, schedule forensics, forecasting, and risk insights that support informed execution decisions.
Key Responsibilities
- Lead project controls governance across cost, schedule, progress measurement, change management, forecasting, risk, and reporting.
- Establish and maintain a single source of truth for project performance reporting.
- Lead and mentor a multidisciplinary project controls organization consisting of planners, cost engineers, progress specialists, reporting analysts, and change management professionals.
- Serve as the primary integration authority between the Owner, EPC contractors, A&E partners, and construction delivery teams.
- Ensure cost, schedule, forecasting, progress measurement, and contractor billing activities are governed by Earned Value Management (EVM) and tied to objective physical progress.
- Maintain baseline integrity and forecasting accuracy while driving proactive performance management.
- Develop executive-level dashboards, performance metrics, and reporting packages that communicate complex project data in a clear and actionable manner.
- Provide schedule forensics, risk assessments, and performance analysis to support strategic decision-making.
- Drive corrective action plans and continuous improvement initiatives across project teams.
- Foster a culture of accountability, transparency, and data integrity across the project controls function.
Required Qualifications
- Bachelor’s Degree in Engineering, Construction Management, Quantity Surveying, or a related field.
- 15+ years of progressive project controls experience supporting major capital projects.
- 10+ years supporting multi-billion-dollar industrial or infrastructure mega-projects, including Semiconductor, Advanced Manufacturing, Data Center, or similar large-scale programs.
- 7+ years leading multidisciplinary project controls teams in complex matrix organizations.
- Demonstrated experience representing Owner organizations and managing, auditing, or overseeing Tier-1 EPC contractors.
- Deep expertise in:
- Earned Value Management (EVM)
- Cost and Schedule Control
- Forecasting and Performance Analysis
- Change Management
- Risk Management
- Advanced Work Packaging (AWP)
- Experience supporting system-based commissioning and project turnover processes.
- Demonstrated ability to translate complex project analytics into concise executive-level insights and recommendations.
Preferred Qualifications
- Professional certifications such as:
- AACE Certified Cost Professional (CCP)
- AACE Certified Estimating Professional (CEP)
- PMI Project Management Professional (PMP)
- PMI Scheduling Professional (PMI-SP)
- Experience supporting Owner organizations in multi-prime delivery environments.
- Advanced knowledge of project controls technologies and enterprise PMIS platforms, including:
- Primavera P6
- EcoSys
- Procore
- Aconex
- Power BI
- Similar project controls and data analytics platforms

Relocation assistance is available for highly qualified candidates.
Salary Range: $185,000 - $225,000
Actual compensation will vary based on experience, education, geographic location, internal equity, project assignment, and budget considerations.
