About The Role

1- MISSION

The Bid Management Lead will manage the Tendering/Bid Management team with a focus on project management aspects as well. He/She is responsible for assessing bids both commercially and in terms of feasibility, assess and guide the work of the Bid Manager(s) and work with a range of clients in the region and globally where needed. The Bid Management Lead will be able to develop strong client relationships and bring innovation to a diverse range of bids.

The role will report to the Director - Tendering & Consulting and will work in close collaboration with the following teams:

  • Artelia Airport Staff
  • Project Manager
  • Contract Administrator
  • Resident Engineer
  • Planning Engineer
  • Design Team, all disciplines
  • Supervision Team at site
  • External Collaborators
  • Client Representatives
  • Sub-Consultants
  • Contractor's / Sub-Contractors

3- KEY RESPONSIBILITIES

Leadership & Collaboration

  • Provide management direction to ensure the technical excellence in all areas of responsibility within the approved parameters of cost, time, quality and program as instructed by the corporate and client requirements.
  • Ensures that he/she receives relevant information and documents of the project and transmits the same to the relevant team members as per discipline, division etc.
  • Defines the parameters and standards for the review of documents.
  • Ensures that the Client’s requirements are fully translated in to tendering documents and all requirements are complied.
  • Present commercial and technical bids to management
  • Plan and manage all aspects of bids providing subject matter expertise where required.
  • Coordinate the production of bids and proposals, producing a cost bid plan and gain all relevant authorizations.
  • Record, analyze and manage issues, risks, changes and dependencies during the bid.
  • Ensure all bids have a win strategy that is communicated to all team members and reflected in the submission
  • Manage bids from receipt of tender documentation to handover to the production team
  • Lead the tender team, manage day to day resources and performance reviews (ongoing and yearly)
  • Contribute to defining a strategy for winning each individual bid. This should include, but not be limited to, quality, design development, innovation, supply chain, financial & legal response
  • Hold launch meetings & regular review meetings with the bid team to ensure that the bid is on course
  • Lead production of the bid document in both electronic and hard copy formats. Supervise administration staff working on the document.
  • Contribute to final negotiations leading to Contract signing
  • Effectively communicate bid strategy and solutions to the team
  • To be up to date with market conditions, vendors, and pricings.Reviews and comments on the content, design, standards, documents, specifications and other project documents related to his/her trade and reports any flaws, ambiguities, mistakes or any missing details in drawing or documents.
  • Suggests alternative design proposals if required and cost saving ideas and performs value engineering.
  • Performs design or detailing to the extent that it is necessary for the fulfilment of the client satisfaction and is required by the Artelia management.

Communication

  • Responsible for communicating clearly and effectively with a variety of audiences, verbally and in writing, in a technical and business environment.
  • Arranges meetings with various stakeholders and resolves outstanding issues.
  • Ensures that design/tender or any other project document is reviewed and response is coordinated and compiled and sent proactively.
  • Monitors the progress of the relevant project/package works and keep the communication platform updated with the team members involved.

4- MINIMUM REQUIREMENTS

  • Bachelor's or master's Degree in engineering, planning, or and relevant accreditations.
  • 12 years’ experience minimum on large sized construction projects or similar transportation projects - both design and site supervision.
  • Thorough knowledge of engineering design, construction estimating, facility operation, project budgeting and scheduling.
  • Experience if Planning and managing the bid process
  • Demonstrated knowledge of capital planning and assessment, cost-benefit analysis, planning and evaluation, and risk management protocols
  • Experienced in Project Management and FIDIC contracts
  • Excellent presentation, coordination and leadership skills
  • Knowledge of local laws and regulations, international codes and standards
  • Fluent in English; reading, writing and speaking
  • Proficiency in the use of standard Microsoft Office products.
  • Travel to be expected.
