The Opportunity

The City of Red Deer is currently recruiting a Property Assessor 3 - Revenue & Assessment to fill a permanent full-time position. The Property Assessor 3 provides assessment expertise and analysis in the valuation of residential or non-residential property types. Understanding and experience with system integrations and ability to collect complex data and apply statistical measures and analysis in completion of assessment valuations. Interpretation and application of relevant provincial legislation, communicating and defending assessment information successfully, and applying assessment knowledge to inform other City functions and projects.

Top Key Responsibilities

  • Valuation & Fieldwork - Analyze complex data to support mass appraisal valuation. Gather property information from taxpayers/property managers through mail-outs and discussions. Conduct field inspections and accurately update assessment systems. Understand the full assessment cycle and its organizational impacts. Apply valuation methods (cost, income, sales comparison) to produce defensible assessments. Interpret plans, surveys, and blueprints for valuation purposes.
  • Statistical Analysis & Quality Assurance - Apply statistical analysis concepts (e.g., multiple regression analysis). Use analysis software such as SPSS, SAS, or NCSS. Understand integrated software and operational systems. Assist in developing valuation models.
  • Leadership & Initiative - Promote teamwork and positive departmental culture. Support organizational change and continuous improvement. Participate in cross-organization projects.
  • Communication & Relationship Building - Explain assessments clearly to ratepayers, managers, and agents. Handle confrontational situations professionally. Build long-term relationships with internal and external stakeholders. Support collaboration on complex issues and topics. Use strong negotiation skills with external stakeholders.
  • Citizen Service & Appeals - Manage conflict with tact and professionalism. Prepare and present thorough appeal packages and cross-examinations. Follow legislative protocols in appeal processes.
  • Legislative & Legal - Interpret and apply complex legislation and regulations. Stay current with case law and Assessment Review Board decisions. Ensure compliance with all legislative requirements.
  • Policy & Procedure - Consistently apply bylaws, policies, and procedures in operations.
  • Special Projects - Prepare well-structured and complex reports. Provide support on projects such as annexation, economic development studies, and systems upgrades.

As our preferred candidate, you will have

  • Two-year post-secondary diploma in property assessment or related field
  • In process of, or ability to enter process of acquiring a professional designation - Accredited Municipal Assessor of Alberta (AMAA), Accredited Appraiser Canadian Institute (AACI), Canadian Residential Appraiser (CRA), Residential Evaluation Specialist (RES) or Certified Assessment Evaluator (CAE).
  • Valid Alberta Driver’s license with the use of a personal vehicle
  • Minimum 3 years of directly related experience in valuation including developed analytical skills
  • Demonstrated ability to solve complex problems and demonstrate sound judgement
  • Demonstrated strong communication skills both verbal and written
  • Demonstrated ability to prioritize effectively
  • Demonstrated ability to communicate effectively in conflict situations, positive attitude, willingness to work constructively in team environment
  • Demonstrated initiative and self-motivation at the professional level, including continual learning
  • Demonstrated ability to interpret and apply legislation, regulations, case law, procedures and principles governing property assessment
  • Demonstrated self-directed experience with the ability to prioritize effectively
  • Demonstrated ability to time manage and work efficiently

Remuneration

$47.74 to $50.25 per hour

Hours of Work

75 hours biweekly; Monday to Friday, some evening and weekend work may be required when needed.
