Nominated Postholder - Ground Operations (Bahrain AOC)

About The Role
Beond is the world's first premium leisure airline. As we continue to expand our regulatory and operational footprint, we are establishing a Bahrain Air Operator Certificate (AOC) under the oversight of the Bahrain Civil Aviation Affairs (BCAA). We are seeking a Nominated Postholder Ground Operations to lead the development, certification and oversight of the ground operations function for our Bahrain AOC, based in Manama, Bahrain.
The Nominated Postholder Ground Operations is appointed by, and reports to, the Accountable Manager, and is responsible for:
- Ensure safe and secure operations and remain in compliance with the applicable Bahrain CARs for the operational area under your responsibility, and set Ground Operations safety standards.
- Define the Ground Operations budget and liaise with the NPFO on new airports and unique ground-handling or loading requirements.
- Oversee and coordinate ground-handling contracts and the outsourcing of ground-handling functions.
- Ensure all aircraft are operated in compliance with the AOC and that Compliance Monitoring findings are followed up and closed in a timely manner.
- Supervise ground crew and their licences, medicals and ratings, and check that procedures and flight-safety standards are applied, taking corrective action where needed.
- Provide oversight and control of the carriage of dangerous goods and the identification and mitigation of hazards and risks.
- Issue handling documents in accordance with EU Regulation 965/2012, ICAO, IATA and airport-authority regulations, establish and issue the Ground Operations Manual (GOM), and implement the department SMS under the NPSM.
Requirements
This is a nominated postholder position under the Bahrain CAR-OPS (EASA-aligned). The successful candidate must be formally accepted by BCAA before appointment and must be able to evidence the mandatory requirements below to the regulator's satisfaction, including a BCAA acceptance (Form 4-style) interview.
Mandatory
- Thorough knowledge of the AOC holder's ground operations concept (Bahrain CAR-OPS / ORO.AOC.135).
- At least 5 years' relevant work experience, of which at least 2 years in the aeronautical industry in an appropriate position (Bahrain CAR-OPS / ORO.AOC.135).
- Knowledge of the applicable Bahrain CARs, dangerous-goods regulations and ground-handling standards.
- Comprehensive knowledge of the applicable Bahrain CARs, the AOC holder's operations and its management/compliance system.
- Must be acceptable to BCAA following formal assessment.
Desirable
- Working knowledge of IATA AHM / IGOM.
- Experience managing third-party ground-handling providers.
- Station or AOC start-up experience.
