Organizational Context and Scope

The IOM Coordination Office for the South Pacific (COSP), based in Suva, Fiji, provides strategic leadership, oversight and support to IOM operations and programmes across the South Pacific sub-region.

The Programme Officer (Disaster Risk Reduction and Early Warning) will be responsible and accountable for the implementation of the programme “The Project for Enhancing Evacuation Centers and Early Warning Systems in Pacific Island Countries” and for providing technical and programme oversight of disaster risk reduction and preparedness activities in Fiji, Solomon Islands and Vanuatu, in close coordination with the respective IOM Country Offices. The incumbent will be responsible for the development, planning, implementation and monitoring of programme activities aimed at strengthening national and community capacities to address disaster and displacement-related risks.

Under the direct supervision of the Chief of Mission (CoM)/Sub-Regional Coordinator for COSP, and in close coordination with the Programme Support Unit (PSU) and Climate Mobility Thematic Lead at the COSP, Regional Thematic Specialist (RTS) for Humanitarian Response and Recovery at the Regional Office for Asia and the Pacific in Bangkok and relevant units at Headquarters (HQ), the Programme Officer (Disaster Risk Reduction and Early Warning) will provide programme management, technical guidance and oversight for disaster risk reduction, preparedness and early warning initiatives under the programme, ensuring quality implementation, compliance, partnership engagement and achievement of programme results.

  • Oversee the effective development and implementation of “The Project for Enhancing Evacuation Centers and Early Warning Systems in Pacific Island Countries” Programme and other Disaster Risk Reduction initiatives managed from Fiji and implemented in Fiji, by exercising administrative, operational, technical and financial management responsibility for relevant programme activities.
  • Provide technical leadership, oversight and operational guidance for DRR, preparedness, evacuation centre management, early warning systems and disaster displacement and response programming, ensuring quality implementation and achievement of programme objectives.
  • Lead the planning, coordination and implementation of programme activities, including institutional capacity strengthening, community-based preparedness, evacuation centre management, simulation exercises, assessments, training programmes and stakeholder engagement initiatives.
  • Establish, maintain and further expand strong relationships with UN Agencies, humanitarian organizations, government counterparts, civil society organizations, regional institutions, donors and community interlocutors to support effective programme implementation and sustainability.
  • Identify the priorities arising during the implementation of the Programme and coordinate the design and contribute to the development of the new projects/programmes and activities in coordination with PSU, Climate Mobility Thematic Lead and RTS, based on solid results frameworks and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the CoM, Regional Office (RO), relevant units at HQ, government counterparts and other relevant public/private sector partners.
  • Ensure that key programme directions are shared with international stakeholders, including donors, to maximize impact, minimize overlap and support resource mobilization for new programmes.
  • Ensure timely and quality preparation, drafting and submission of programme reports, in close coordination with PSU and RO, in accordance with IOM, donor and relevant stakeholder requirements.
  • Coordinate and manage the elaboration and compilation of programme updates/briefs for donors, government and other relevant stakeholders, by ensuring compliance with donor requirements and procedures.
  • Monitor progress against strategic objectives, programme benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with the M&E Officer of CO.
  • Ensure that the objectives set in programme documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and donor’s contractual requirements, interests and expectations.
  • Oversee the production of visibility/communications materials in close coordination with the Media and Communications team of PSU.
  • Participate actively in and contribute to relevant national cluster discussions, meetings, working groups and task forces, coordination platforms, donor and partner meetings, briefings and conferences at the international and national levels.
  • Supervise and provide technical support to all relevant Programme staff. Mentor and support staff, conduct relevant trainings and ensure the capacity building of Programme staff.
  • Coordinate the development, dissemination and regular update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for Programme activities, if required.
  • Oversee the development and maintenance of data collection and analysis mechanisms for IOM’s ongoing or new programmes and share relevant information with partners within the humanitarian community.
  • Undertake travel duties nationally or internationally (including Fiji, Solomon Islands, and Vanuatu), as required, to coordinate, develop and/or support programme implementation.
  • Perform such other relevant duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in programme conceptualisation, development, implementation, monitoring, reporting and evaluation;
  • Experience in managing DRR, early warning, preparedness, and emergency response projects/programmes;
  • Experience in programme development and capacity-building activities;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions and private sectors;
  • Familiarity with financial and business administration;
  • Sound understanding of DRR, preparedness, disaster displacement and related humanitarian and migration issues in the country and region;
  • Experience in organising consultations, workshops and seminars with high-level stakeholders;
  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming, particularly Japan-funded programming.

Skills

  • Proven ability to establish and maintain strong working relations with relevant government counterparts, international organizations and private sector entities;
  • Excellent leadership, coordination, and information management skills;
  • Detailed knowledge of the UN System, Non-Governmental Organizations (NGOs) and other international organizations/institutions;
  • Knowledge of DRR, early warning systems, preparedness and climate mobility issues in the Pacific region and ability to work effectively with government authorities and relevant stakeholders;
  • Good knowledge of human and financial resources management;
  • Strong conceptualization, analytical and writing skills;
  • Strong communication, organizational and interpersonal relationship skills;
  • Ability to meet deadlines and work under pressure with minimum supervision; and,
  • Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of Japanese and another official UN languages (Arabic, Chinese, French, Russian, and Spanish) or proficiency in Fijian and Fiji Hindi or another Pacific language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
