GovTech's Culture, Community and Youth Cluster (CCYC) partners with the Ministry of Culture, Community and Youth (MCCY) and its statutory boards, including the National Arts Council (NAC), People's Association, Sport Singapore, and MUIS, to deliver digital products that strengthen community life across Singapore. Our products serve millions of Singaporeans across community engagement, cultural participation, youth development, and sports and active lifestyle.
This role sits within CCYC and will be working on NAC products, specifically AHEAD (Arts & Heritage Evaluation, Analytics and Data Portal).
NAC (National Arts Council) is Singapore's lead government agency for the arts, championing the development of a vibrant arts and cultural ecosystem. AHEAD is NAC's centralised data platform, used by NAC and partner agencies, that aggregates fragmented arts datasets to enable holistic sector insights, evidence-based funding decisions, and data-driven planning for Singapore's arts and cultural sector.
[About the role]
We are seeking an experienced Lead Product Manager to own the end-to-end reimagination of AHEAD, across its web portal and the full suite of data pipelines and analytics capabilities that serve NAC and its partner agencies.
As the Lead PM on the ground at NAC, you will own the product line and roadmap, set direction across a complex cross-agency stakeholder environment, and be the go-to person for critical product decisions. You will also help establish product management practice within NAC's IT Division and lead and grow the PM function as the portfolio expands, mentoring product managers and setting the bar for how the team works.
[What you will be working on]
Product Strategy
- Own AHEAD's product vision, strategy and roadmap, and align it to divisional and cluster objectives
- Build strong relationships with agency partners to define business objectives and shape the product's value proposition
- Lead stakeholder engagement across NAC and partner agencies to secure buy-in for product initiatives, and resolve competing priorities to reach alignment
Product Discovery
- Lead market research, competitive analysis and user research to surface the actual need behind stated requests
- Act as the expert on AHEAD's data, combining quantitative analysis of product usage with sector and policy context to inform decisions
- Translate insights into a clear, prioritised product direction, using data to validate or discontinue ideas before development
Product Development
- Own the product backlog and prioritise features based on user needs, business impact and risk
- Write clear product requirements and user stories, and work closely with designers and engineers through the development lifecycle
- Own product performance, tracking engagement and outcomes through product analytics and making data-driven decisions
- Foster a culture of speed, simplicity and agility, while managing the tradeoff between delivery pace and long-term technical debt
- Oversee updates, patches and bug fixes to maintain product stability
Team Leadership
- Lead, coach and mentor product managers, raising the capability of the team and developing talent toward the next level
- Set product practice, standards and ways of working within NAC ITD as the function grows
- Conduct regular check-ins with direct or indirect reports to align on priorities, coach performance and remove blockers
- Contribute to hiring standards and take part in recruitment as the team scales

Experience & Qualifications
- Minimum 7 years of relevant experience in product management
- Demonstrated people leadership experience, including managing, coaching or mentoring product managers or a product team
- Proven track record of shipping successful products, including at least one data, analytics or reporting product
- Experience owning a product line or roadmap across a complex, multi-stakeholder environment
Technical Skills
- Product and project management
- Strong analytical and problem-solving capabilities, comfortable reading and questioning data to inform decisions
