About The Role

Job Summary

The Energy Rebate Contractor Management Lead oversees the Missouri Home Energy Rebates Program’s contractor network, including contractor recruitment, onboarding, training, technical assistance, performance monitoring, and ongoing program support. This role serves as the primary operational lead for program-approved contractor participation, helping ensure contractors understand program requirements, maintain required credentials and documentation, meet quality and compliance expectations, and have the tools and guidance needed to deliver rebate-eligible work effectively. Under the direction of the Project Manager, the Energy Rebate Contractor Management Lead coordinates with internal program teams, clients, contractors, retailers, distributors, and workforce partners to support statewide contractor coverage, timely issue resolution, continuous improvement, and high-quality program delivery.

Job Duties

  • Contractor Management, Training, and Technical Assistance
  • Manages the approved contractor network, including recruitment, onboarding, and participation
  • Coordinates contractor training, office hours, and technical assistance
  • Serves as the primary contact for contractor questions, issues, and escalations
  • Maintains contractor guidance, job aids, FAQs, and process updates
  • Contractor Performance Monitoring and Quality Support
  • Monitors contractor performance using program data, QA/QC results, inspections, complaints, and scorecards
  • Identifies risks, recurring issues, and training needs
  • Coordinates corrective support with QA/QC, compliance, and operations teams
  • Reinforces contractor quality standards and issue-resolution processes
  • Documentation, Compliance, and Audit Readiness
  • M aintains contractor files, credentials, licenses, insurance, and participation records
  • Reviews contractor documentation for completeness, accuracy, and audit readiness
  • Supports resolution of documentation gaps or compliance concerns
  • Reinforces compliance with IRA, DOE, Missouri program, and documentation requirements
  • Program Coordination and Continuous Improvement
  • Coordinates contractor-related activities across program teams
  • Uses contractor feedback and program data to improve workflows, training, and processes
  • Communicates program updates and contractor readiness requirements
  • Maintains working knowledge of rebate-eligible measures and energy modeling tools
  • Other duties as required

Supervisory Responsibilities

  • Supervises members of the program contractor team

Qualifications, Knowledge, Skills and Abilities

Education

  • High School Diploma or equivalent, required
  • Bachelor’s degree in Business, Finance, Engineering, or Construction Management from an accredited college or university, preferred

Experience

  • Three (3) to five (5) years of procurement, operations and process experience, required
  • Experience with energy efficiency programs, demand response federal grants, or DOE/state-funded projects, preferred

Certifications/Licensure

  • Project Management Professional (PMP), Certified Energy Manager (CEM), Business Energy Professional (BEP), BPI certifications, LEED credentials / LEED project certification experience, or comparable energy or project management credentials, preferred

Software

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel), required

Language

  • Bilingual (Spanish and English), preferred

  • Strong knowledge of project controls, quality assurance, compliance monitoring, and audit readiness within complex program environments
  • Demonstrated ability to coordinate cross-functional teams, manage competing priorities, and deliver high-quality work products under tight deadlines
  • Strong analytical, problem-solving, and decision-making skills, with the ability to identify risks, escalate issues, and support corrective action
  • Effective written and verbal communication skills, with the ability to work across internal teams, contractors, clients, and other stakeholders
  • Demonstrated professionalism, sound judgment, and the ability to reinforce accountability, collaboration, and consistent execution in a fast-paced environment
